SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES:

 

To serve as a professional mechanical engineer, performing project engineer duties in support of design projects, construction projects, and facilities maintenance efforts for military / commercial / industrial / institutional sectors.

 



ESSENTIAL DUTIES JOB FUNCTIONS:

Acts as the OPR (office of primary responsibility) for projects assigned to insure programming requirements are complete, design requirements are complete, funding coordination is complete in order to deliver a complete project, ready to advertise for construction contract award.

Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering.
  Develops/reviews designs, plans, and specifications for water and sewage (plumbing); heating, ventilation, and air conditioning (HVAC); fire suppression, control, and alarm systems and other systems of major size and complexity for use in facilities.
  Typically, assigned projects of considerable difficulty, containing combinations of unusual features, requiring significant departures from previous approaches.
  As a mechanical engineer, manages a design team and orchestrates the planning, design, cost estimating, and phased scheduling of the project.
  Coordinates with other engineering functions, environmental, safety, contracting, and appropriate managers and staff elements.
  Provides guidance to team members, monitors their progress throughout the project, and gives input to supervisors on performance.
  Serves as the technical consultant / design project engineer on all design aspects of the project.
  Serves as the design liaison with other design agencies as required.
  Maintains current mechanical engineering data for assigned projects.

Serves as consulting mechanical engineer on all mechanical related design aspects of assigned projects.
  Provides advice to requesting organizations.
  Interfaces with contractors, NAVFAC / USACE, architect and engineer (AE) firms, and contracting officers / customers to resolve unforeseen problems during design, identifies regulatory constraints, and facilitates the exchange of information to expedite work.

Coordinates the preparation of and reviews AE statements of work (SOW).
  Provides criteria and standards for specialized, difficult, or unusual project requirements.
  Reviews preliminary and final engineering plans, specifications, and cost estimates of AE firms or another government agency to achieve design excellence and compliance with requirements.
   Serves on the AE selection board and acts as the technical representative to the contracting officer in negotiation and administration of design contracts.
  May be involved in construction contract source selection boards.
  May act as a technical expert for the contracting officer / customer on dispute claims resolution for contract work.

Coordinates projects with other engineers in other disciplines or with architects.
  Applies knowledge of other disciplines to determine coordination effort required to address various design considerations. Plans and organizes work and coordinates with the work of other engineering and architectural disciplines.

Keeps abreast of emerging technologies for programmed development.
  Uses computers/computer software such as information management programs, computer-aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work.
  Keeps current in relevant software applications.

Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
  Observes that federal, state, and local codes concerning health, safety, and environment are strictly adhered to in the programming, design, and construction of real property facilities.

Reviews assigned engineering designs to ensure compliance with applicable codes and standards.
  Checks proposed new construction or major renovation design work for fire suppression.
  Performs site inspections, if necessary, before coordinating to help individuals become aware of all potential hazards.
  Checks major renovations to include the correction of past discrepancies.
  Provides expertise on fire codes during work planning.
  Advises the other engineers architect as to the code requirements and works to design solutions.

Provide technical oversight for mechanical system designs.


·
        


Provide quality assurance that the products of the mechanical design engineers meet regional, local, and DoD standards, where applicable.

Provide technical and professional mentoring for other mechanical design engineers.


·
        


Create mechanical (HVAC, plumbing, and fire protection facility systems) design packages for construction and modification packages for project change orders by:


·
        


Perform energy analyses, operational studies, and technical investigations to identify and select the best mechanical systems for design projects.


·
        


Perform mechanical engineering calculations to size and specify mechanical system components.


·
        


Create design drawings.


·
        


Create, compile, and edit design specifications.


·
        


Gather equipment and system pricing information and create cost estimates.


·
        


Manage design projects.


·
        


Technically review and accept/reject construction contractor material submittals.


·
        


Perform technical and operational reviews of A/E design, study, and investigation services.


·
        


Provide technical assistance in contract negotiations.


·
        


Perform other duties as assigned.
