Description:
Responsible for coordinating systems analysis and application development activities through direct and indirect staff. Manage development teams with respect to resource management, project scheduling, technical direction, strategic planning, and standard development practices. Whether for new development or for implementing commercial off-the-shelf solutions, manage expertise responsible for requirements gathering, systems analysis, program design, software development and maintenance, quality assurance testing, software deployment, and third level support. Focus on defining, implementing, and integrating quality principles and quality processes into the design and development of software and IT processes, as appropriate.
Business Support:
• Drive efforts to improve internal processes and associated results. • Shape the solution strategy by working closely with business teams in determining alternatives for addressing business challenges.
• Manage a full range of application management support, including project management, program office management, requirements and business case analysis, design, development, quality assurance and performance management.
• Help clients achieve their business goals by building, integrating and supporting mission-critical applications for optimized quality, increased business value, faster time-to-market and reduced total cost of operations.

Planning Execution:
• Support planning and prioritization for business process engineering related activities, including developing the business unit process engineering plan and integrating that plan with the corporate plan.
• Ensure delivery of high quality solutions, on time, within budget, and that meet or exceed customer expectations.
• Provide leadership and/or guidance in strategic planning, tactical execution, project management, process management and business systems requirements definition.

Project Requirements:
• Supervise all activities related to the design, development, and implementation of software application solutions.
• Oversee maintenance, support, and upgrade activities for existing application solutions. • Manage and report on project budget with respect to staff hours, hardware and software purchases, and consultant hours.
• Assure established policies and practices are adhered to during the design, development, and deployment of application solutions.
• Champion the adherence to quality principles in business and IT processes and ensure deliverables meet high quality standards.

Vendor Relationships:
• Develop and maintain strong relationship with application vendors in order to keep current with changes in the market place.
• Research, recommend, and implement cost-efficient means of improving quality of product. Manage and negotiate with vendors and contractors as required.
• Work with vendors and other managers in keeping current roadmaps of technology and applications for the utility industry.

Staff Management:
• Manage personnel by providing administrative oversight, resource planning, salary administration, performance expectation setting, and providing timely performance feedback.
• Motivate and inspire teams while promoting Corporate core values.
• Ensure career planning and guidance is available to staff and included as part of the performance review process.

Requirements:
• Working knowledge of appropriate or comparable business system solutions in the ERP, CRM, and Operations spaces. Examples include, but are not limited to, JDE, eCIS, Oracle ERP, Siebel, PeopleSoft HR.
• Demonstrated knowledge and comprehension of core business functions, processes and operations.
• Proven knowledge of project management and mastery of application development methodologies and tools including a thorough understanding of the development life cycle and best practices.
• Proven ability to manage the development and execution of IT communications, end-user training and change management from positioning and strategy to implemenation, within identified budgets and timelines.
• Demonstrated ability to promote internal messaging to business customers in a manner that communicates overall positioning and value proposition in a clear, consistent and compelling manner.
• Knowledge in managing the development and implementation of repeatable tools for communication/training of business customers.
• Knowledge in managing communication/training/change management deliverables (e.g., Executive multimedia presentations, stakeholder analyses, web and portal content, newsletters and email communications associated with software roll-outs, outages, and technology project marketing programs).
• Ability to advise ITS managers and staff on the appropriate approach to effectively convey messages to business end users • Knowledge implementing processes to gather feedback and measure the success of communication/training/change management efforts.
• Knowledge in project coordination with various organizational levels, ability to interface with many levels of the organization including Chief Executive Officers (C-suite).
