Northrop Grumman is seeking a Program Manager to provide contractual, staff, and technical leadership for a portion of a complex multi-project task order for the Centers for Disease Control and Prevention. The Program Manager will interact with personnel at every level of both the Northrop Grumman and the CDC organizations through project planning, cost estimating, and work performance oversight. This person will be responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, managing subcontractors, and communicating policies, purposes, and goals of the organization to subordinates. The successful candidate must have demonstrated ability to manage dispersed teams within Information Technology and Public Health. A personal conviction and mission in line with the Public Health goals and missions of the customers is essential.

Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Participates in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, and may lead program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

Key Responsibilities

Primary interface with the customers on the different tasks and maintains customer relationships across the scope of the program. Ensures customer satisfaction goals are met and that the tasks successfully complete all requirements.

Proactively identify new requirements and work to fulfill those requirements. Identify performance issues and work with customers and team members to resolve them.

Meet regularly with staff to develop their career and personal goals. Resolve issues as they arise and be their advocates, mentors, and counselors as needed.

Work with Program Manager colleagues to identify and solve enterprise support issues as needed.

Basic Qualifications:

Management and supervisory skills of a large or decentralized workforce: day-to-day management, annual reviews, resolving personnel issues.

Account Management or project management experience

Excellent writing skills (requirements documents, project descriptions, position descriptions, statements of work for subcontractors, project reviews, etc.)

Ability to multitask and react positively to multiple priorities and demands on time

Ability to balance corporate, customer, and contract priorities

Experience managing in a government contracting environment.

Education Requirements:

Bachelors Degree

Preferred Qualifications:

Knowledge of CDC culture, mission, and IT environment

Project Management Institute Project Management Professional" Certification not required, but desired

Knowledge of web strategies and trends and Social Media as well as User Experience

Exhibit strong consensus building among team members and peers.
