- Monitor all EHSS and vehicle incident reports on a weekly basis ensuring that all incidents and accidents are accurately reported as required in STARS system, Vehicle Accident Registers and SafeStat system. Ensure investigation by appropriate division supervisors/managers are conducted and documented appropriately in a timely manner; and actively participate as needed in the division accident review board.
- Analyzes incident investigations, loss experience data, transportation safety and auto liability claims and applicable data and works with Division leadership to develop specific plans to reduce all incidents.
- Develops a schedule of required regulatory and non-regulatory workplace safety, environmental and security training. Assists Managers and Front Line Supervisors as necessary in delivering training to all Associates, including Supervisor and Manager training in conformance with the schedule; and ensures that the required documentation has been suitably submitted and filed in iEHS (and/or the LMS) in a timely manner.
- Ensures that emergency preparedness evacuation drills are held regularly (at a minimum annually) and that all division personnel understand and conform to the emergency preparedness response plan requirements.
- Assists the divisions with federal and state OSHA, EPA, DOT and 3rd Party (Insurance Carriers, etc) audits, inspections and inquiries, in compliance with established USF policies and practices. Seeks to achieve 100% compliance of regulatory audits and inspections, resolve all inquiries and comply fully with established USF policies and practices.
- Ensures that each division has documented the required written programs in iEHS and provided annual updates, as well as documenting all Safety Committee minutes and findings in iEHS (or replacement system) on a timely basis (minimum monthly).
- Oversees maintenance of division security systems and serves as local resource for security programs.
- Acts as subject matter expert on the behavior based USF Safety Zone tools and methodology; works with Managers and Front Line Supervisors to develop Safety Zone rating for all Operations personnel; provides supervisors with requisite training and coaching to perform Safety Zone observations, evaluations and required follow=up.
- Ensures compliance with drug and alcohol testing regulatory and USF requirements.
- Ensures compliance with Environmental Programs, as applicable: Ammonia, ASTs, USTs, SWPPP, SPCC, CFC Plans, Hazardous Waste Management, Tier II reports, Water Permits; and ensures that division has documented the required programs in iEHS. Also ensures compliance with Division PSM and RMP plans and maintains and updates required documents and completes timely updates as required
- Provides routine reports to Division President and senior leadership team showing: EHSSS Key Performance Indicators such as HOS Violations, OSHA Recordable Rate, Lost Time Work Rate, etc. Identify key issues and trends, proposes suggested solutions.
- Ensures facility life safety systems (sprinkler systems, fire alarms, AED;s, etc) are maintained in accordance with Division and regulatory guidelines.
Education/Training:
- 4 year college degree or demonstrated equivalent experience required.
Experience:
- Four or more years of directly related fleet safety, EPA, OSHA and DOT regulatory compliance management experience and a demonstrated track record of effectively working with operations management and fleet operating personnel (including drivers, maintenance personnel, etc.). Proven capabilities in delivery of effective training program. Experience with RMP 112r and OSHA 1910 (PSM) is desired.
Knowledge/Skills/Abilities:
- Knowledge of current DOT regulatory requirements and compliance management programs and working knowledge of EPA and OSHA requirements, including Process Safety Management. Knowledge of food safety regulations and food distribution best practices is preferred.
- Analytical, problem-solving and decision-making skills.
- Excellent verbal and written communication skills.
- Must have collaborative, consultative and team oriented approach; and be able to work equally effectively with division leadership, operating management, front line supervision, and operating workforce. Provide the requisite oversight needed to meet assigned accountabilities is needed.
- Ability to effectively manage multiple priorities and plans across multiple divisions.
- Ability to learn and use USF and third party IT tools, have working knowledge and ability to use standard MS desktop applications (e.g. Outlook, Word, Excel, Powerpoint, etc.) are required.
- Knowledge of basic facility life/safety systems such as automatic sprinkler systems, fire alarm, etc is desired.
