Provide Technology Solution Development and Integration across the SDLC including requirements, functional specs, design, custom development, integration, testing, and deployment. - 5+ years of relevant consulting and/or public sector state government consulting or state agency experience
- At least 2 years of experience leading teams
- A minimum of 2 full system development life cycle implementations
- At least 2 years of experience with solution development and application architecture with J2EE, Java or .Net.
- At least 2 years of business process analysis, mapping, and design.
- At least 2 years of experience in requirements analysis and performing current state system analysis
- At least 2 years of performing conceptual and technical designs, including the use of object–oriented analysis and design techniques
- A willingness to travel 80 – 100% of the time
- Ability to work independently and manage multiple task assignments
- Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint)
- Strong problem solving and troubleshooting skills with the ability to exercise mature judgment
- Eagerness to mentor junior staff
- A Bachelor's Degree
- An advanced degree in the area of specialization such as Master of Public Policy (MPP) or Master of Public Adminstration (MPA)
- Specialized health and human services eligibility and case management knowledge
- Participating in the design, development or implementation phases of an existing integrated eligibility (IE) maintenance application or a custom development effort for an IE application.
- Conducting requirements gathering
- Facilitating Joint Application Design (JAD) or other design sessions
- Writing use cases, creating process flows, and/or creating system architecture diagrams and sequence documents
- Translating requirements into functional design
- Creating technical specifications to be used by developers
- Designing screen layouts and navigational flows
- Developing design specifications for correspondence, reports or interfaces
- Writing test cases, creating test scenarios, or participating in testing activities for new functionality in an eligibility system
- Revising business or technical operations to accommodate the change
- Leading teams of 7+ who have worked in either a business or technical environment of an eligibility project
- Demonstrating deep proficiency in the eligibility and case management business area Policies and domain knowledge in eligibility programs such as SNAP, TANF, food stamps, child care and Medicaid
- Leading policy changes or implementation of new eligibility programs into current business operations in field or central offices
- Writing policy or procedure handbooks/manuals for use in an eligibility business operation
- Demonstrating familiarity with eligibility policies and mandates
- Managing discovery and communications processes for issue identification and resolution and risk identification and mitigation strategies
- Applying quality standards to project delivery artifacts
- Participating in the Request for Proposal/Quotation/Information activities, including writing or evaluating RFP/RFQ/RFIs
- Writing requests for grants and/or budget requests
- Participating in the design, development or implementation phases (business or technical) of a modernization for an eligibility business area
