National Programme Manager, BAS recruitment
Role Overview
The TAM/BAS Programmes (www.ebrd.com/tambas) comprise of TurnAround Management (TAM) and Business Advisory Services (BAS) and is an integral part of the Banking Department. TAM and BAS are complementary programmes which aim to develop management skills in local private enterprises utilising Donor funds. The TAM Programme assists enterprises to improve their operations in preparation for further growth and investment. BAS Programme provides support to the local consultancy sector in order to enable local consultants to better serve the needs of SMEs. Both TAM and BAS Programmes engage directly with individual enterprises, providing industry-specific advice. Areas of assistance include restructuring of the business, improving its products, reducing operating costs, advising on local and export markets and helping to develop business planning skills at management level. Reporting to the Head of Regional Programme, TAM/BAS ('HRP') in the southern and eastern Mediterranean region (SEMED), the National Programme Manager's ("NPM") key responsibilities include managing, monitoring and supporting the implementation of BAS Programme in Egypt. The NPM will be in daily contact with the Head of Regional Programme and will agree with them detailed action plans for the operations, budgets, and for selecting eligible enterprises and consultants. The NPM will recommend to the Head of Regional Programme project proposals and market development activities with justification on the basis of the selection criteria established.
Key Responsibilities and Deliverables
- Manage day-to-day operations of BAS in Egypt including BAS projects and market development activities, ensuring effective financial planning and management in line with BAS Operational Plans for the country;
- Guide and supervise the development and maintenance of the BAS client and consultant database;
- Guide and supervise the BAS project flow, including initial approval of project proposals, completions, evaluations and consultant qualifications; implementation of market development activities;
- Recruit and manage staff members of the local BAS team, including responsibility for the development of staff and appraisals;
- Ensure full adherence of national BAS Programme to the Bank and BAS internal procedures;
- Ensure effective and timely communication with the Head of Regional Programme and Manager, BAS, particularly on changes in the business and political environment which could affect TAM/BAS activities;
- Develop BAS Operational Plans in the country for approval by the Head of Regional Programme and Manager, BAS;
- Develop internal and donor progress reports for approval by the Head of Regional Programme and Manager, BAS;
- Promote visibility of BAS Programme by:
- in collaboration with the Head of Regional Programme, establishing and maintaining effective working relations with government and non-government stakeholders in the country;
- developing and maintaining relations with stakeholders (Government ministries and agencies related to MSME; non-governmental institutions; financial institutions; academia; international organisations and IFIs etc);
- representing BAS Programme in the country and in the SEMED region, as and when required
- Work with the HRP, TAM/BAS Regional Coordinator and Manager, BAS to develop TAM/BAS Country Briefs;
- Establish and maintain effective working relations with TAM coordinators, and TAM Advisors, carrying out assignments in the country.
Essential Skills, Experience and Qualifications
- Strong academic background with relevant degree from a leading university in the country of education (business administration, international relations, economics or finance);
- Minimum of 4 years relevant experience gained within industry, commerce or IFI / international donor organizations, consultancy or international support programme;
- Proven track record of project management, including operational and management responsibility;
- At least 2 years supervisory and/or team management experience;
- Proven, strong analytical and numerical skills, with the ability to interpret complex data for use in operational planning;
- Knowledge of local business environment and consultancy market;
- Knowledge of donor organisations and experience in donor fund mobilisation;
- Computer literate: Windows XP; excellent knowledge of Microsoft Excel; Outlook; Word; Knowledge of SAP accounting system, TCS and Microsoft Access desirable; ability to learn new systems quickly;
- Excellent written and oral communication skills in English and Arabic.
