Design, implement, and maintain systems based on approved business requirements. Utilize established design procedures. Create accurate and comprehensive system design documents.    Code, test, and document applications changes. Develop test data as needed to verify program functions. Collaborate with other affected personnel during testing to ensure integrations are understood.    Analyze problems and provide design and programming solutions as required to complete assignments.     Actively participate in requirements sessions with end-users, project team members and other interested parties.    Participate in the scheduling and prioritizing of assigned projects. Estimate development time for new projects. Ensure the accurate and timely completion of all projects.    Take ownership of assigned projects with accountability for managing scope and change control with end-users and project team members, and meeting schedule and budget goals of the assigned project.    Recognize and identify potential areas where existing application development policies and procedures require change, or when new procedures need to be developed.    Provide mentoring to Information Solutions employees with respect to current programming techniques and methods.    Perform all other duties as assigned.    Minimum qualifications include a 4-year degree in Information Systems Management or related field or equivalent in experience and at least 3 years of programming experience using VB, VB.net, ASP, ASP.NET and HTML. A strong understanding of SQL, experience in web technologies (HTML, XML, Web Services) is also required.    Preferred background and skills include Oracle PL/SQL, including the use of stored procedures and transaction services. User community interaction and design experience with building of distributed applications. Object oriented design, design patterns and UML, knowledge of the .NET framework
