Responsibilities: Support the Laboratory's secure infrastructure and network by serving as the Lab's authority on compartmented networks, systems, infrastructures and the associated governance and operational processes and procedures. Provide technical recommendations, plans, and expert advice on the development, planning, design, characterization and analysis of the Lab's compartmented systems and ensure compliance with all security requirements. Lead multi-discipline teams to design and implement new compartmented network and telecommunication systems, infrastructures and the associated governance and operational processes; maintain and upgrade existing networks and systems. Analyze and characterize performance, capacity, and network loading in order to ensure networks are appropriately administered. Document system descriptions, effectiveness assessments and requirements. Serve as the senior COMSEC Responsible Officer (CRO) within the JIS Group. Manage the receipt, accountability, support, maintenance and eventual destruction of all sponsor provided cryptographic equipment, keying material and systems in support of selected government COMSEC account(s). Oversee COMSEC training ensure policies, practices regarding COMSEC matters comply with government standards and requirements. Interface with other Laboratory Department staff, security personnel and government sponsors to maintain awareness of the government's compartmented network, telecommunications and COMSEC policies, procedures and plans and ensure they are properly implemented. Required Qualifications: BS in Electrical Engineering, Computer Science, Information Systems, or related technical field. 7 years professional level experience in the oversight of and/or the design and development of government wide area networks and telecommunication systems to include backbones, routers, switches. 5 years COMSEC experience. Demonstrated expertise and 3-5 years experience in compartmented networks, communication, protocols and the US Intelligence Community. Demonstrated experience developing innovative solutions to complex technical problems. Desired Qualifications: MS Degree in related discipline. Experience with IP, VoIP. History of independently executing and completing multiple tasks with conflicting requirements on schedule with assigned resources. Established organizational skills and proven ability to achieve or exceed customer expectations. Demonstrated strong interpersonal communications skills and the ability to articulate and effectively communicate complex technical issues with a variety of media (visual, written, oral). Security Requirements: TS/SCI Clearance is required. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Sensitive Compartmented Information. Preference for current SSBI. Eligibility requirements include US citizenship. Special Working Conditions: Applicant will be working in a closed environment; some local travel maybe required; infrequent trips out of the local area maybe required.
