Number Management Specialist - Chicago, IL
Performs the planning, analysis, and management of number resources for assignment to customers and for network purposes. Assures compliance with state / federal numbering regulations, industry guidelines, and manages regulatory requests related to number inventories. Performs updates to database tables to reflect number inventories, assignment functionality within billing, and submits reports to numbering agencies. Manages projects to assure number availability to our customers and resellers. Provide resources for internal teams to effectively manage provisioning of customer phone numbers, translations, porting, and call routing. Supports the Telco Billing organization through report generation, traffic monitoring, and portal/software administration.
- Focus on mission of customer satisfaction through rigorous planning and analysis. Perform number management activities, including:
- Analyzing, administering, and implementing number management tables and processes for acquiring new MDN/MSID numbers
- Providing and supporting wireless number portability
- Complying with state and federal regulations, ATIS guidelines, and North American Numbering Plan guidelines
- Audit support
- Forecast planning, including area code relief plans
- Reseller support
- Coordinating activities with Engineering teams to test, implement, and assure numbering accuracy
- On-call trouble ticket support on a rotational basis.
- Demonstrates technical knowledge of current number management tables and agency processes to support number procurement, portability, reporting, and notification.
- Coordinates and leads projects to support bi-annual audits, market transitions/acquisitions, and switch migrations.
- Develops partnerships and processes with switch engineering, translations, and network engineering teams to assure testing, implementation, and the consistent accuracy of numbering data.
- Acts as the single point of contact for all regulatory requests.
- Manages trouble tickets regarding numbering and porting issues.
- Collaborates with stakeholders to standardize and enhance the reseller support processes.
- Administers carrier portal access for cross functional teams, manages number management tables and audit software tables, and develops tools (e.g. databases) to support reporting/projects.
- Identifies traffic route savings opportunities and actively monitors calling patterns to minimize expense exposure.
- Provides support to the Telco Billing organization.
- Requires 3 or more years experience in number administration, dial plan administration, or number planning within the telecommunications industry.
- Associates degree in telecommunications, information technology, or computer science required; Bachelor's degree preferred.
- Knowledge of FCC numbering guidelines, ATIS Industry Numbering Committee guidelines, and state Public Utility/Service Commission regulations required.
- Require prior experience in managing tables in a billing environment, number management tool, switches, and with numbering agencies.
- Must have excellent oral and written communication skills.
- Must be proficient in Microsoft Word, Excel, Access, and Outlook software.
