Operations Business Analyst, Market Operations Monitoring and Analysis

The Markets Group at the Federal Reserve Bank of NY manages the size and composition of the Federal Reserve System's balance sheet consistent with the directives and the authorization of the Federal Open Market Committee (FOMC), supports debt issuance and debt management on behalf of the U.S. Treasury, provides foreign exchange services to the U.S. Treasury, and provides account services to foreign central banks, international agencies, and U.S. government agencies. The Market Operations Monitoring and Analysis (MOMA) function within the Markets Group is establishing a partial split operation at the FRB of Chicago and seeks two analysts to execute and support FRBNY operations to effect the transmission of monetary policy and provide service to the Federal Reserve's foreign official custodial accounts.

Background:
Over the past several years, the breadth and depth of FRBNY's trading desk activities have grown as the complexity and size of the System Open Market Account's portfolio has increased. To enhance the robustness of trading desk activities, including operations and market analysis, FRBNY will begin running parallel production at an alternative Reserve Bank site with adequate geographic dispersion from NY. The FRB Chicago has been selected as the alternate office site.

Job Responsibilities:
The successful applicants will work closely with seasoned Markets Group employees relocating to Chicago to learn, and then conduct, essential group operations, spanning the Treasury, agency mortgage-backed security, foreign exchange, and domestic money markets, as well as support analytical endeavors. Specifically, this posting is for a NY employee who will be located in Chicago. Initially, some upfront training in NY will be needed before the successful candidate is relocated to Chicago. Thereafter, periodic travel between the locations may be required.

Operational Support · Assist in the execution of the Group's funds, securities, trading and settlement activities, including the preparation and maintenance of preliminary internal reports, data entry of operations results, discrepancy follow-up and resolution, and testing the implementation of new products
· Assist in development, review and maintenance of procedures designed to maximize the efficiency of the Group's operational activities.

Analytical Support · Perform preliminary research and assist in the preparation of data regarding foreign and domestic markets issues
· Prepare charts, tables, graphs and other supporting documentation to be used in the research and market analysis conducted by the Group
· Support senior staff with economic and financial data analysis

Qualifications:
Requirements:

· Undergraduate degree in finance, economics, policy, quantitative analysis, or a related field.
· Demonstrated experience in data management and analysis – experience with database and business intelligence software (Access, Crystal Reports), querying techniques (Oracle SQL) and macro-writing (Visual basic) are highly desirable;
· Basic familiarity with the economic and market factors that shape foreign currency reserve management decisions; knowledge of fixed income markets and basic portfolio management principles are a plus;
· Strong quantitative, critical thinking and problem-solving skills;
· Strong sense of initiative and intellectual curiosity, as well as an attention to detail;
· Demonstrated team player, with the ability to build collaborative relationships with officers and staff at all levels;
· Excellent organizational, planning, and communication skills;
· Sound organizational skills and ability to manage multiple projects simultaneously;
· Superior initiative and ability to work independently and under time pressure;
· Ability to collaborate with operational, technical and analytical staff at all levels.
