Operations Director
Located in Tianjin, PRC, CTS Corporation’s facility is a 225,000 sq. ft manufacturing operation of passive electronic components, integrated circuits, ceramic components, and provider of electronic contract manufacturing services with approx. 630 employees. CTS serves OEM customers in the telecommunications, aerospace, medical, computing and industrial markets. We are currently looking for a high impact Operations leader who will have overall plant responsibility for the Tianjin operation. CTS will offer a minimum 3- year expatriate assignment or will hire an operations professional looking to take their Western education and manufacturing experience to influence the operation of a Chinese mainland site.
OVERALL SCOPE:
Operational leader for the Electronic Components business and Electronic Manufacturing Services (EMS) in the Tianjin facility. Position is responsible for the development, communication and implementation of plans and goals for the operations, staff and team managers and their reports. The Ops Director assists the Site Leader to establish, monitor, and personnel, and local government relationships and major accounts to help develop business opportunities for the SBUs. Employee is responsible for order fulfillment execution and continuous improvement in quality, manufacturing flexibility, product cost, and process capability as well as a lean transformation of the Tianjin operation.
SPECIFIC RESPONSIBILITIES:
- Partner with the Finance Controller in the accurate and timely reporting of financial information in accordance with schedule and content required by EC and EMS SBU Management and corporate functions.
- Ensure there is an effective, prevention-based fully documented purchasing and sourcing strategy for all key commodities. Significant results need to be achieved in reducing supplier quality defects, EO, inventory, raw material lead-times, material cost reduction and manufacturing cycle times with inventory turns increasing substantially over time.
- Assist and coordinate plans and activities with other CTS business units to meet corporate goals and objectives.
- Participate in the establishment of Corporate initiatives and their implementation in this and other business units of CTS.
- Ensure policy implementation in accordance with all governmental laws, rules, and regulations, and CTS Corporate policies. Embrace stewardship for our environment, health, and safety programs and regulatory compliance.
- Ensure the maximum utilization of all SBU assets. Oversee that all personnel, materials, and equipment are directed so that each operation is maintained within budgeted costs and in accordance with planned schedules, quality standards, and business goals.
- Work with all levels of the organization to ensure execution of manufacturing schedules. Responsible for operations within the approved budget and meeting/exceeding annual business plan.
- Lead a Lean transformation of the Tianjin operation including implementing one piece flow, pull systems, 5S, standard work, Kiazen improvement philosophy, and MDI.
- Perform oversight duties for the Facilities function. Facilitate the hiring, training, and evaluation of the performance of all facilities personnel in alignment with the high standards of maintenance and upkeep to the facility and its grounds, with approved budget
- Develop annual budget plan and strategies for facilities maintenance and improvements
- Ensure facility works are in accordance with all governmental laws, rules, and regulations, and CTS Corporate policies. Conforms to environmental, health, and safety standards and regulatory compliance.
- Collaborate with other functions to ensure that CTS Tianjin facility is functioning efficiently and effectively
REQUIREMENTS:
A bachelor degree in operations management, manufacturing engineering, or related technical degree is required. Masters degree in business, engineering, or related field is preferred, not required. Lean certification or 5 yeas in a Toyota Production System environment is required. Five to ten years Western working experience within a manufacturing setting, familiar with North American standards and processes. Candidate with working experience in a multi-cultural environment will be an advantage. Experience in components industry (Electronic), passive and contract manufacturing preferred. Work experience in a leadership role of a variety of disciplines at a small to medium sized corporation, including direct responsibility for engineering, manufacturing, quality, supply chain or the agreed upon equivalent.
