ConocoPhillips ?? repositioning is subject to market conditions, customary regulatory approvals, the receipt of an affirmative ruling from the U.S. Internal Revenue Service, the execution of separation and intercompany agreements and final board approval. This position will reside within the Transportation organization of Phillips 66, the downstream company. Transportation Overview ConocoPhillips owns or leases various Transportation assets - pipelines, terminals, marine vessels, railcars and trucks - to provide strategic, timely and environmentally safe delivery and storage of crude oil, refined products and natural gas liquids to its refineries and to carry refined products to the market. Position Summary This position is accountable for providing distributed and specific engineering support for the ConocoPhillips operated pipeline systems and terminals. Key Responsibilities This support shall be in the nature of: Providing technical guidance and a single point contact to Division operations personnel. Providing estimates, designing review, encroachment policy requirements and coordinating encroachment projects within the Division. Optimization supporting of the utilization of major asset components, and supporting business development function of Transportation, value chain optimization support and interface with and support the Logistics Optimization Team Owning the Division Spill Prevention Plan tracking and identification spread sheet for Division Spill Prevention Plan. Supporting PIR personnel and Operations management in the establishment of system maintenance plans and guidelines to maximize asset integrity and minimizing risk, plus dealing with district encroachments and front end work associated with potential relocations Supporting of the development of system capital and major maintenance budgets and financial analysis of system initiatives. Owning the Division Capital Budget Development spread sheet and support ongoing Capital Budget Development Process. Implementing small capital project work and supporting the overall implementation of the capital and major maintenance work for the system as assigned. Identification of technical needs for the system, and recommendation and implementation of automation and technical advances to provide continuous improvement of system operations and maintenance Provide technical support to operations personnel - audit item closure, MOC(Management of Change), PHA's (Process Hazard Analysis), procedures, etc. Developing Division implemented AFE's (Authority for Expenditure) documents as well as project execution and project safety plans. Supporting applicable work teams and initiatives that require technical and long range operational and asset integrity information Occasionally relieving the Division Engineer in his/her absence Ability to work within SAP for budget management, work management, financial analysis, etc. Assist in scheduling of system downtime for the implementation of Capital and Major Maintenance projects to minimize value chain Lost Profit Opportunity Accountable for encroachment issues, and support of right-of-way and claims settlements for assigned pipeline segments. Supporting public awareness efforts Enhancing stakeholder communication Supporting central Hydraulics Engineering Team to develop system hydraulic models (e.g. VPS - Virtual Pipeline System or other applicable tools) Assisting in development of long-range facility utilization and maintenance plans for pipeline and terminal assets Supporting a system hydrostatic test and internal survey plan Identifying and implementing continuous improvement opportunities. Enhancing predictive, preventive, and other reliability maintenance techniques in the system equipment (i.e. pump and motor) maintenance programs Supporting development and maintenance of a System Integrity Maintenance Plan Conduct Latent Cause Failure Analysing on applicable failures and safety incidents within the Division Participating on ESIT (Employee Safety Improvement Team) and Division Tier I II Safety Audits Required Qualifications Legally authorized to work in the United States Engineering degree, Mechanical, Electrical, Civil, Chemical or other appropriate Engineering Field Minimum of 1 year experience with Pipeline Operations and Maintenance, or project skills in general with appropriate professional experience Strong computer skills in Excel and Word Preferred Qualifications Preferred Professional Engineer or EIT/FET Engineer with pursuit of PE a goal Understanding of work process design, implementation and improvement Strong working Knowledge of SAP Knowledgeable of DOT Pipeline regulations Business Expertise - Relates and compares data from different sources, identifies issues, secures relevant information to develop sound conclusions Influence, negotiation - Communicates data/arguments and expectations in a way that gains agreements/acceptance Networking - develops and maintains significant contacts with others inside and outside the organization Openness to Influence - seeks to understand others points of view Team building - is viewed as frequently performing critical leadership roles on the team.
