Bachelor's Degree in any major is required, Engineering or Business Administration is preferred.
Ten (10) years experience as a manager/director of an industrial operation engaged in the maintenance and modification of military aircraft and/or ground support equipment. Prefer experience related to design, development, prototyping, kitting, installation and test of systems to include Communications; Intelligence, Surveillance Reconnaissance (IRS) systems; navigation, aircraft survivability equipment (ASE), mission equipment packages; integrated cockpit instrumentation; and/or weapons..
Five (5) years experience in the management of government contracts. Experience with organized labor, quality processes, and aviation/industrial safety a plus. DoD services contracting processes; excellent communications, interpersonal and organizational skills; self-starter; detail-oriented; able to work under deadlines; MS Office proficiency, including Word, Excel, Project, PowerPoint.
Familiar with one or more significant military aviation markets (USAF ALCs, US Army AMCOM, USAF ALCs, NAVAIR, etc.); MRO or other management resource planning tools a plus; ISO-9001, AS9100, FAA Part 145, and/or Earned Value experience a plus. OSHA training/certification a plus.
Must have a Current Top Secret clearance.
Job Description:
Plan, direct and coordinate the activities of all administrative, program management and technical personnel, and other resources involved in URS aircraft modification programs. Oversee Estimating, Program Planning, Management and Control of a $50M-$100 million operation involved in engineering, prototyping, kitting, modification, installation, and maintenance and repair of fixed and rotary wing military and government aircraft and ground support equipment and RDTE of ISR systems.
Manage Program Managers, Engineering, Logistics/Supply, Production Control, Quality, Maintenance and contract, financial, administrative functions. Review and approve all price estimates for work to be performed. Review and approve project risk assessment and management of technical, schedule and financial risk. Develop, analyze, evaluate, and advise on improving the effectiveness of work methods, tools and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.
Ensure ISO 9001:2008, AS-9100 quality control procedures and FAA Part 145 processes are maintained and audits conducted on a timely basis. Ensure manpower reports and time cards are properly filled out and maintained. Ensure required training on URS policies, e.g. ethics and time cards control, is conducted, documented and properly recorded. Ensure all work is compliant with Government-approved flight and ground operating procedures per AR 95-20.
Responsible for accountability of GFM/GFE inventory and Government furnished facilities . Responsible for updating, inspecting and complying with OSHA, contract and corporate safety standards, with focus on reducing hazards and injuries. Ensure that the work performed is monitored and conducted in accordance with the planned project. Assess, request and monitor training to ensure that personnel are technically qualified to perform their jobs.
Represent URS at meetings with customer, subcontractors and community leaders. Coordinate with various customers to senior government and military leadership of all services. Act as corporate steward regarding management, maintenance, safety, environmental and community goodwill matters.
Interface with Union Officers and staff to maintain positive working relationship and conduct or support effective negotiations as required. Responsible as local lead in securing new business. Develop, manage and support proposals and lead or participate in customer and potential customer visits.
