Job Description Job Title: Organizational Effectiveness and Program Manager - Virtual Opportunity Considered Requisition ID: 12001MX Job Category: Learning and Development Manager 7 Primary Location: USA-VA: VIRGINIA-FALLS CHURCH Schedule: Full-time JobType: Regular Employee Status: Regular Job Posting: 2012-Jan-29 Description The OE Program Manager is responsible for leading larger culture change programs where organization change and learning and development are the main components. The OE Program manager establishes and maintains the overall project plan designed to implement larger change initiatives. He or she supplies vision, positioning, and strategic direction for the project and focuses on one or more organizational change competency areas: executive and leadership alignment (leadership and commitment), accelerated transformation and mobilization (communication and capabilities), and organization design and human resource alignment (workforce structure and performance). The OE Program Manager leads the broader CoE team and coordinates with other projects under the CoE. He or she is responsible for staffing the project appropriately based on input from the organizational change and learning architect after the initial diagnosis. The OE Program Manager establishes the needed project documentation, governance and structure. He or she maintains project documentation in ePMO, reports back to the CoE leads and the client. Principal Accountabilities - The OE Program Manager is responsible for leading the projects, reporting to relevant stakeholders and sponsors and directing and overseeing specific change elements of the projects. He or she may be accountable for designing the communications and change plan as a part of the bigger solution design. The OE Program Manager may be involved in multiple projects across the CoE at the same time and may oversee several projects at the same time. Essential Job Functions Partners with the training personnel to define develop and implement the overall development and learning strategy for the corporation. Interacts with business unit and other management to determine needs and implements plans. Plans, develops and implements organizational and personal development programs that link individual needs with organizational goals and client requirements. Determines when, how and where learning technologies should be used. Works with senior management in management succession planning. Identifies management development needs and develops programs. Develops business process change management processes, procedures, documents and materials that link business strategy and performance goals. Remains informed of and ensures employees maintain proficiency with available company resources to support self-directed career development. Consults with management to conduct overall needs assessments to ensure development needs are met. Identifies vendor solutions for development and learning programs. Reviews external programs to determine feasibility and applicability of purchase and negotiates best buy. Establishes vendor partnerships that benefit the organization. Selects and hires employees. Trains and evaluates employees to enhance their performance, development, and work product. Addresses performance issues and makes recommendations for personnel actions. Motivates and rewards employees including providing salary increases, bonuses and promotions within allocated budgets and company guidelines. Provides input to operating and personnel budgets for approval. Monitors spending for adherence to budget, recommends variances as necessary. Qualifications Basic Qualifications Master's degree or equivalent combination of education and experience Master's degree in business administration, organizational development, human resources or related field preferred Ten or more years of training or organizational development experience Eight or more years of supervisory or management experience included Experience working with communications practices, principles and procedures for both on-site and virtual presentations Experience working with human resources development and learning principles, best practices, and methodologies Key Competencies The ideal candidate has a minimum 10 - 15 years of instructional design and/or change management and organizational development. The candidate will have previous experience with designing leadership development solutions, learning and talent development solutions in general, assessment, performance management, talent management and change management solutions. The program manager will furthermore will have the needed consulting skills to establish a relationship with the client, analyze the need and diagnose the problem before designing the solution. Furthermore the program manager can document success in leading and deploying programs in the OD and/or learning and development space.
