GENERAL DESCRIPTION:

RESIDENCY IN DANE COUNTY IS REQUIRED FOR THIS POSITION

 

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervise a large staff of permanent, seasonal/hourly and student work experience employees including lower level supervisors, operational leadworkers, leadworkers, unskilled and semiskilled employees.  Hire seasonal/hourly employees and participate in the hiring of permanent staff.  Train, evaluate, discipline and adjust or effectively recommend adjustment of grievances for subordinate employees.  Monitor and record payroll, benefit, FMLA and other related work.  Assure continuous improvements in work product of subordinate staff through effectively planning and assigning work and reviewing the work performed by subordinates for acceptable quantity and quality of workmanship.  Communicate with lower level supervisors, operational leadworkers, leadworkers and crew leaders on job assignments, work projects and other matters relating to the employees and/or the work.

Oversee such maintenance activities as grass cutting in parks and boulevards; plowing of sidewalks, ice rinks and parking lots; cleaning parks and shelters; maintaining cleaning and fertilizing athletic fields; installing, repairing and maintaining playground equipment; setting up parks for special events; repairing and painting park fixtures and equipment; building and maintaining ice rinks; pruning and spraying trees and shrubs; and related activities.

Coordinate postings, clean-up and set-up for shelter reservations.  Ensure the enforcement of park rules and regulations.

Respond to citizen complaints and requests.  Meet with neighborhood groups to provide information and/or answer questions.

Estimate costs of projects.  Approve and transmit requisitions for necessary materials and supplies.

Maintain records and prepare reports including vandalism and accident reports.

Provide input/make recommendations on fixed assets, assigned vehicles and equipment needs and capital improvement projects to the Park Operations Manager.

Provide input on the preparation of assigned areas annual operating budget.  Effectively and efficiently administer annual operating budget for assigned area.

Perform Manager on Duty responsibilities during non-work hours.

Perform related work as required.

 

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities:

Thorough knowledge of the principles, practices and materials used in parks, grounds and athletic field care and maintenance; parks management and general building trades work.  Thorough knowledge of park winter activities including the building, maintenance and operation of skating and hockey rinks and toboggan slides.  Thorough knowledge of parks landscaping and horticulture practices and materials, including knowledge of plant diseases and pests and methods to control them.  Working knowledge of the full range of supervisory principles and practices, labor relations and personnel management. Working knowledge of and ability to use computer software applicable to the duties of the position. Working knowledge of the creation and administration of annual operations budgets  Ability to layout, plan, assign and review the work of large numbers of employees.  Ability to adjust employee grievances and to effectively recommend the adjustment of such grievances.  Ability to inspect and evaluate the work performed, make recommendations for improvements and suggestions for carrying out improvements.  Ability to make decisions rapidly.  Ability to oversee and effectively manage an operating budget.  Ability to interpret and explain park policies and procedures and to apply them to recreational programs.  Ability to maintain records and prepare reports.  Ability to hire, train, evaluate, discipline and terminate employees.  Ability to establish and maintain effective working relationships with staff and the general public.  Ability to communicate effectively, both orally and in writing.  Ability to maintain adequate attendance.


Training and Experience
:

Three years of responsible supervisory experience in parks maintenance, horticulture, landscaping or closely related work.  Such experience would normally be gained after completion of a 4 year degree from an accredited college or university in the area of business administration, turf management, horticulture, landscaping, forestry, or a related field.  Possession of a 2 year degree in a related field and an additional 2 years of leadwork/supervisory experience may be substituted for the 4 year degree requirement.  Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.

 

SPECIAL REQUIREMENTS:

Possession of a valid Class B Commercial Driver's License.  The successful candidate must have passed the written portion of the relevant Department of Transportation testing process before starting employment. A condition of continued employment is passage of the skills portion of the test and obtaining the required operator’s license within a specified timeframe. 

Possession of or ability to obtain a Wisconsin Pesticide Certification within the probation period and to maintain certification.  Failure to obtain the certification within the required time period may result in forfeiture of the position, absent extenuating circumstances.

Certification as a Certified Park and Recreation Professional is preferred but not required for the position.

The incumbent may be expected to attend meetings and respond to phone calls outside the normal work schedule, including evenings and weekends. 

Physical Requirements:

Employees must be able to physically access all parks areas in order to supervise staff and monitor work that is performed.  This includes walking on all types of terrain, including uneven, wet, muddy, or snowy terrain.

Study guides for general Civil Service exams may be available at the Public Library. Exam results will be available within 3-4 weeks.
