Payroll Manager (803-156) Job in Westmont 60559, Illinois US
This position manages a staff of 3 in the execution of payroll processing for 3800+ hourly and salaried U.S. employees. Manager is accountable for the development and implementation of procedures and policies to enhance the effectiveness of the payroll function in accordance to federal and state laws. Supervise work, train and development staff. Provide high level customer support to HR, managers and employees in the resolution of payroll related issues. Spearhead and manage conversion to bi-weekly payroll in November 2012. Manages Payroll Vendors and facilitates contract negotiations. Manages Payroll Tax Compliance.
Directs and executes of semi monthly payroll for hourly and salaried employees, which is changing to bi-weekly in November, and includes but not limited to:
- Process Corporate payroll
- Balancing and reconciling payroll file transfers
- Generates wire transfer requests
- Reconcile payroll related GL accounts
- Audit payroll data entry to ensure accuracy
- Ensure appropriate withholdings, deductions and garnishments are processed in accordance with federal, state and local law.
- Ability to critically review monthly and annual payroll reports
- Facilitates annual US Bonus process
- The ability to step in and process payroll as a back-up, if needed
Evaluates current systems, develops and implements policies and procedures to ensure that payroll is accurately prepared and distributed in a timely manner.
Acts as a resource to payroll staff. Resolves escalated customer services issues and complex problems utilizing expertise in payroll policies and laws. Serves as liaison to other departments/locations as it relates to payroll processing.
Oversees the preparation of multi-state and federal tax information; supervises the preparation and distribution of W-2 forms and multi-state tax forms.
Oversees all systems modifications, upgrades, testing and designing. Leads and project manages individuals and teams to ensure attainment of project goals; develops detailed definitions, schedules and defines resource requirements for special projects.
Primary liaison to 3rd party payroll vendor (Ceridian Talx)
Strong understanding of time attendance systems
Exercises the usual authority of a manager concerning training and development of employees, reviews, promotions, salary recommendations, hiring and terminations. Coaches, develops and inspires staff to maximize their potential.

Experience Required
- Minimum 5 years experience processing payroll
- Minimum 2 years as a manager, supervisor or team lead role in which you were managing others
- Expertise in US payroll and tax rules, policies and laws
- Payroll systems experience required (Ceridian a plus!)
- Excellent PC skills, especially MS Excel
- Demonstrated ability to manage projects from inception to conclusion
- Experienced in vendor management to ensure highest level service for the organization
- Experience with change management and/or working with MAs are strongly preferred.
- Someone that has driven process management strongly preferred.

High School Diploma
Preferred:
Bachelors Degree in Accounting or related
Strongly prefer Certified Payroll Professional (CCP)
