PeopleSoft Development Manager

The Corporate Services Business Information Office (CS BIO) at Kaiser Permanente is undertaking multiple large scale transformations of its core IT platforms in partnership with the Program Office (PO) functional business partners, as well as other parts of IT.

The Finance Portfolio is composed of multiple programs including OneLink, Finance, Supply Chain, National Medicare Finance, Financial Planning and Analytics/Reporting.

The applications in this Portfolio have significant linkages across BIO's and to some Mega Projects. The Finance Portfolio serves business partners through delivery of new solutions and capabilities, as well as supporting existing production applications, including operations, compliance and availability.

The CS BIO Finance portfolio seeks a development manager to execute staffing plans to ensure development team is staffed per project requirements. This role will also expand use of offshore contract resources, ensure on shore and off shore development resources are performing at a high level, work with the solution team to insure requirements and issues have been resolved for the assigned development effort, participate in the pre and post go-live deliverables for the assigned OneLink projects, participate in the stabilization effort for the assigned OneLink projects, and participate in the development of estimates for the PeopleSoft upgrade, including tools.

RESPONSIBILITIES:

- Hire, train and retain top quality development staff, both contractors and employees. This role is expected to ensure high quality staff are available and allocated to Project Managers to meet multiple project demand.
- Serve as the technical development teams' expert on the interfaces, enhancements and overall design of the OneLink PeopleSoft system, review and validate all code objects prior to implementation.
- Participate in design reviews and lead code reviews across multiple project teams. Review estimates for the development work. Implement rigorous unit testing methods and practices, ensure developers follow documented processes including test results for unit testing. Monitor and aggressively manage development code defects in testing.
- Mentor junior employees on technical and functional aspects of PeopleSoft
- Mentor new contractors on OneLink processes and procedures, oversee and validate design and code. Review code for errors, and validate test results.
- Expand offshore capability while ensuring adequate oversight and rigor is maintained. Manage the execution of work with the offshore contract delivery teams, and serve as the liaison between the project teams and the offshore teams. Status the execution of offshore delivery, and resolve issues with delivery and quality.
- Collaborate with other teams within the OneLink program: Testing, Solution, Performance and Deployment to improve quality of development and implementation of all code objects.
- Participate in the planning for the PeopleSoft upgrade, and estimation for the implementation of new modules.

Qualifications:
BASIC QUALIFICATIONS
- A minimum of 5 years of progressively responsible management experience in following areas: planning, budget/financial management, staffing.
- Bachelor's degree in a related field and/or 4 years of equivalent experience.
- 10 years PeopleSoft Financials and EPM experience with emphasis on GL, AP, Purchasing, Inventory, Asset management and eProcurement
- Technical team lead on multiple PeopleSoft implementations and upgrade projects. Experience leading technical teams on large implementation projects and in hiring and building high performance technical teams.
- Strong leader with demonstrated experience leading medium to large teams of developers (up to 25), with strong process orientation and technology oversight.
- Experience leading off shore teams, proven delivery capability with the onshore-offshore model
- Strong technical experience, demonstrate ability to review and validate development artifacts, build in disciple in the teams around sound methods, review and approve unit test plans and testing results.
- Expert in Application Designer, PeopleCode, Application Engine, Integration Broker, Component Interface, SQR, Data Mover, PS Query, Workflow, Crystal Reports, Tree Manger, and XML Publisher. Must be able to triage and solve technical issues if necessary, train, guide and mentor junior developers.
- Expertise in designing and implementation of complex interfaces, using standard interfaces where possible. Experience designing and implementing complex enhancements across multiple business processes in AP, PO, INV and GL.

PREFERRED QUALIFICATIONS
- Healthcare and Pharmacy experience
- Eight or more years of experience with large-scale PeopleSoft implementations
- Fifteen or more years of overall IT experience with last 5 years in a leadership role
- Experience deploying and supporting an application in a production environment
- Experience with PeopleSoft OBIEE.
