The Department of Sanitation of the City of New York (DSNY) is $2bil a year agency and is the largest organization of its kind. We are embarking on a rebuild of all Information Technology systems in this enterprise. Works collaboratively with IT project managers, technical architects, data architects, business analysts, developers and testers to help ensure that applications developed by in-house staff or by system integration vendors meet DSNY and City standards and serve the needs and expectations of end users. Duties performed under minimum direction, with the ability to work independently, holding senior-level technical responsibility for extremely complex and ongoing software functions related to Systems Analysis, Application design/standards, Database Management Systems, Operating Systems, Data Communications Systems. Primary duties of the position:
- Act as the PeopleSoft Solution Architect for DSNY’s enterprise-wide transformation project, SMART (Sanitation Management, Analysis and Resource Tracking). Upon completion of this multi-year project, role will evolve into management and oversight of the consistent application of architectural standards and principals across all projects.
- Responsible for the standards and quality control of applications. Review/Approve the technical requirements for the application, including consistency, security, performance, quality, and operations requirements.
- Identify key business and technology drivers that impact application architectures, such as end-user requirements, existing software capabilities, existing application environments and performance and availability needs.
- Recommend, document and support the delivery of technical solutions that fulfill specific DSNY business objectives while addressing major architectural concerns, such as performance, scalability, quality, availability, security, privacy, enterprise integration, etc.
- Lead the creation of conceptual and logical specifications for all layers of a technology solution (application components, systems architecture, data architecture, infrastructure, security, etc.), including design artifacts such as component, deployment, class, and sequence models, activity diagrams, etc.
- Effectively collaborate with project stakeholders (business sponsors, IT leadership, subject matter experts, domain architects, enterprise architecture, project management, etc.) in producing sound architectural solutions.
- Support IT project management in estimating schedule and resource requirements for delivering architecture solutions.
- Review code review and testing results to ensure system availability, security and other system performance goals will be met.
- Overseeing the overall operational readiness / transition process to production support
- Supervise designers or programmers in completing tasks. Assist in the coding of technically complex modules.
- Application Integration with SSIS packages
- Capacity Planning -- ensuring databases are available to users when they need access to data via log shipping, clustering, database mirroring, and other technologies
Qualification Requirements
1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development; at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in "1" above.
