Performance Improvement Analyst

Under general supervision, this position exists to assist the organization in making strategic data-related decisions by analyzing, manipulating, tracking, internally managing, and reporting data. This position takes an active leadership role both as a consultant and as a high-level statistical analytics programmer. Essential Functions: - Leads, makes significant contributions, /or provides technical leadership to high visibility projects to identify - Resolves issues of strategic importance to the organization - Interfaces regularly w/ senior management to produce timely valuable results - Directs the development of outcomes process measures, including technical specifications, to enable population measurement, guideline implementation, evaluation - Builds and maintains complex statistical routines using macros, vendor software, software written by self others - Tests maintains data integrity across multiple databases (internal SAS, DB2, VSAM; external: Adobe, Excel, SAS parsing routines, COBOL) - Builds sophisticated statistical models forecasting tools using these databases - Designs enhances databases - Designs menu systems that are effective user-friendly - Develops reports w/ accurate, easy to read, useful information that satisfies the client's needs - Designs generates tracking and monitoring tools - Designs research plans for data gathering analysis participates significantly in interpreting analyses developing action plans accordingly - Defines frames complex multi-dimensional healthcare issues develops time tables/processes for decision making - Translates needs, issues, ideas into effective strategies and action plans - Formulates specific implementation plans evaluates the effectiveness of actions/programs implemented - Develops creative alternative solutions works closely with IT and outside partners (and physicians for TPMG departments). - Sets the strategic direction of projects determines goals and priorities w/ team, clients, or project management sponsors (when appropriate) - May coordinate team/project activities schedules - May establish team membership project participants, provides leadership to multi-disciplinary project teams, as well as manage work of outside consultants when used - Communicates results/recommendations to project sponsors, clients, various senior level audiences (including physicians for TPMG departments) - May participate in the development management of the department, including coaching and recruiting for consultants/analysts other departmental activities Secondary Functions: Responsible for directing and managing multiple, complex projects from intake to completion, conducting Root Cause and Corrective Action analysis utilizing Lean, Six Sigma, Kaiser Performance Improvement, or other improvement methodologies as appropriate. Provide project facilitation, training in improvement methodologies, processes, and tools; Design, measure, and monitor data collection processes and assist as requested project teams and organziational elements with data analysis, interpretation, display using proprietary software such as StatIt, Minitab, QI Macros, Chartrunner or other SPC software; Serve as internal consultant to departments on the process of performance improvement, mentor to individuals and teams engaged in PI work, and liaison with Regional/National and other local medical center peers to facilitate innovation, spread, consistency, and capacity-building. Qualifications: Basic Qualifications: - 5+ years programming in SAS, SQL, VBA, net or equivalent statistical analytical programming language - Experience with analytical manipulation and interpretation of large databases required - Typically, 5+ years of related analytical consulting experience and healthcare experience preferred - Project management experience strongly preferred - Experience with MVS/TSO operating systems required - Master's degree in Economics, Finance, Health Care Administration, Public Health Administration, Statistics, Mathematics, Operations Research, or related field, or equivalent bachelor's degree and work experience in lieu of a Masters degree - Broad familiarity with medical practices, especially population management and process and outcomes measurement - Knowledge of JCL strongly preferred - Microsoft Office skills required - Ability to express complex analytical and technical information to senior management or to audiences with clinical training - Exceptional analytic and critical thinking skills, writing skills, communication skills, consulting skills, and ability to work within a team - Must be an independent self-starter - Proven leadership in consulting and, for some areas, project management - Must exhibit efficiency, collaboration, candor, openness, and results orientation - Ability to express complex analytical and technical information to senior management or to audiences with clinical training - Must be able to work in Labor/Management Partnership environment Preferred Qualifications: - Certification as a Lean, Six Sigma, or Kaiser Permanente National Performance Improvement Certified Improvement Advisor; demonstrated expertise with SPC software; - Experience in Healthcare management. - Clinical experience is desired but not required. - Demonstrated leadership, communication, critical thinking, change management, and problem-solving skills. - Ability to deal with ambiguity, manage conflict, develop small groups/teams, and a personal management/leadership style that practices mutual respect, accountability, value of empowering others, and belief in Kaiser/South Sacramento's mission. - Validate certification as Six Sigma, Lean, or Kaiser Permanente National Performance Improvement certified Improvement Advisor.
