Plant Purchasing Lead

The Plant Purchasing Lead will directly report to the Plant Manager of the facility and will have a dotted line relationship to the Business Unit Purchasing Director. The Plant Purchasing Lead will be responsible for the identification and implementation of cost reduction activities within the assigned manufacturing / operational site. The Plant Purchasing Lead's role is to plan, execute, and finalize purchasing and procurement strategies for spend across the plant organization. This includes acquiring resources within the budget and facilitating communication between the plant, commodity teams and group constituents in order to deliver products and services according to the business plan objectives. The Purchasing Lead will manage the plant purchasing, guaranteeing the disposition of the materials and components of high quality, short delay, and low cost, so as to enhance the ability of competition.
Job Requirements:
1. Ensures effective system material and service supply according to plant business needs.
2. Draws up and manages the Purchasing budget in coordination with Commodity Managers.
3. Sets up and implement Purchasing Best in class process and procedures.
4. Responsible for objectives realization: purchasing index, quality level, Supplier reduction, Suppliers' cost Savings Suggestion, raw materials cost reduction plan.
5. Deploys the Business Unit purchasing strategy in four purchasing processes: build a supplier base, help suppliers to progress, integrate suppliers into projects, and integrate suppliers into day-to-day operations.
6. Covers all areas of site's purchasing: production, non-production, overheads and investments.
7. Implements raw materials productivity actions.
8. Assists with the Purchasing department's recruitment, development, training quality and competences.
9. Manages functional or operational actions on family coordination, and improvement of purchasing process.
10. Directs and manages sourcing strategies from beginning to end. This includes interface with specific commodity teams and plant stakeholders.
11. Monitors and analyzes trends in the plant spending and inventory control in order to make recommendations for the future, and to identify areas for possible savings.
12. Analyzes trends and market conditions for the present and future pricing, availability, lead-time, and capacity of goods and services.
13. In coordination with Commodity Managers, negotiates pricing, terms and conditions of sale and warranties of goods and products with key local suppliers and vendors.
14. With participation of Commodity Managers negotiates pricing, term, and conditions of contractors and/or service providers.
15. In coordination with Commodity Managers, interviews, and qualifies potential new vendors or suppliers in order to secure more cost-effective sources of products and services. In conjunction, facilitate the addition of these new vendors to the ASL (Approved Supplier List).
16. Monitors vendor, service provider, outsourcer, and/or contractor performance to ensure quality of service. Update monthly supplier performance matrix in the plant and/or Southfield databases (e.g. SupplyNet).
17. Develops and delivers purchasing and inventory reports, bid proposals, requirements documentation, and tender documents.
18. Where necessary, develops and implements plans to auction, recycle or otherwise sell obsolete inventory and equipment.
19. Where necessary, coordinates delivery of CAPEX, and other collateral equipment to the plant.
Bachelors degree in Business / Materials Management or Logistics required with a preference for an MBA or purchasing School preferred.
Strong knowledge of purchasing regulations and laws. Solid working knowledge of current IT technologies, including Microsoft Word, Excel, and PowerPoint.
Minimum of 3 to 5 years work experience in a purchasing automotive industry sector or mass production / manufacturing environment preferred.
Excellent negotiation and analytical skills essential. Demonstrated experience at working both independently and in a team-oriented environment. Ability to effectively prioritize and execute tasks in a high-pressure environment. Departmental management.
Procurement and manufacturing background in a multiple supplier / commodity environment.
Costing / Technical background in support of cost saving ideas. Solid communication, organizational, and analytical skills required to support FM's global supply chain organization.
