Announcing an OPEN and PROMOTIONAL examination for the position of:

DEPARTMENT OF BUILDING INSPECTIONS AND NEIGHBORHOOD SERVICES

*Consideration will be given to placement as a Plumbing Inspector I or II depending upon qualifications

and experience.

RESIDENCY:  The examination is open to all qualified candidates; however, an appointee must establish residency within the City limits or within a perimeter of 30-minute drive time to the workplace within 18 months of appointment.  Such residency, once established, must be maintained during employment with the City.

 

SALARY:

 

Plumbing Inspector I:  The 2011 (resident) hourly rate range is $26.81 to $30.16. The

2011 (perimeter resident) hourly rate range is $26.31 to $29.59.

Plumbing Inspector II:  The 2011 (resident) hourly rate range is $27.61 to $31.09. The 2011 (perimeter resident) hourly rate range is $27.11 to $30.48.

 

BENEFITS:  Benefits include vacation accrual upon date of hire based on the vacation schedule; a sickness disability benefit plan; twelve paid holidays; a comprehensive health insurance plan (which is contributory) covering the employee and his/her family, with eligibility the first of the month following thirty (30) days of service; fully paid Dental Insurance covering the employee and his/her family, with eligibility the first of the month following six months of service; a dual pension system comprised of the Wisconsin Retirement Fund (fully paid by City through 12-31-11; partially paid thereafter) and Federal Social Security (which is contributory); after six months of service, a fully paid life insurance program with coverage in the amount of the employee's annual salary adjusted to the next highest one thousand dollars, with the option for additional coverage; an educational reimbursement plan for the pursuit of job related courses, seminars and workshops; and Voluntary Benefit Programs consisting of Section 125: Flexible Benefits for Dependent Care and Medical Reimbursement, Section 457: Deferred Compensation, TreasuryDirect Payroll Savings Plan for Savings Bonds, and an Employee Assistance Program (EAP).

 

EXAMINATION DATA:  The first step in the selection process will be a review and evaluation of application materials to identify those candidates who appear to be better qualified in terms of training and experience as these relate to the duties and requirements of the position.  To facilitate an accurate evaluation, applicants are encouraged to include, in or with their applications, clear and specific details about their qualifications.  Lack of clarity and detail will impact an applicant’s rating.  A representative number of better-qualified applicants will then be further evaluated and rated in an oral examination designed to assess knowledgeability and personal suitability.  Applicants will be notified later as to the time and place of examination.

 

SENIORITY POINTS:  One half point/year of seniority (no maximum) will be awarded to those candidates who receive an overall qualifying rating.  This applies to promotional candidates only. 

 

VETERAN'S POINTS:  Honorably discharged war veterans who receive an overall qualifying rating will be awarded special credit points upon presentation of proper proof of military duty.  This applies to open recruitment candidates only.

 

POST-OFFER DRUG TEST/PHYSICAL EXAM/PROBATIONARY PERIOD:  Persons offered employment must pass a post-offer drug test as a condition of employment.  An appointee must also pass a thorough physical examination prior to appointment.  All appointments are subject to a probationary period of six months; however, during the probationary period, employment may be terminated at any time if the employee is found to be unsuitable for any reason.

PLUMBING INSPECTOR I

 

DUTIES:  An employee in this classification is responsible for inspecting new and existing residential buildings, structures and properties during construction and for maintenance, to enforce conformance of adopted State and local plumbing codes and standards.  This employee approves plans and/or specifications which specify minimum practices, materials and workmanship.  Some discretion is involved in applying codes and standards to particular circumstances, but decisions are generally limited by established precedents. Administrative direction is received from the Director of Building Inspections and Neighborhood Services/Designee; while the work is performed free of direct supervision, it is reviewed through reports and occasional spot checks in the field.  Typical duties include:  Receives, examines, approves and issues applications for plumbing permits for residential construction (new, additions, remodel, repair, maintenance and occupancy); inspects residential plumbing installations (including mobile homes) to include water, sanitary drainage and storm drainage systems and associated equipment including connections to mains, for compliance to plumbing codes; inspects residential properties for proper maintenance of installed plumbing systems; meets and makes recommendations to plumbing contractors, property and business owners/agents and citizens regarding codes and department policies/procedures; composes and issues a variety of correspondence, reports, notices and orders using applicable software programs; processes code violations through municipal and circuit courts; appears in court to provide testimony in matters pertaining to plumbing code enforcement; maintains records of permits issued, construction plans, inspections conducted, and other required information on activities for use by administration or judicial authorities; attends special meetings as needed; performs other duties as assigned.  A Plumbing Inspector I is required to work nights, overtime, weekends and odd hours when situations require such duty.  A Plumbing Inspector I is required to drive his/her own automobile on City business for which an automobile allowance is provided.

 

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES:

 

Considerable knowledge of methods and practices involving installing and maintaining plumbing systems, equipment and appliances; considerable knowledge of State and municipal plumbing codes and ordinances pertaining to residential construction; ability to detect and locate possible defects and faults in plumbing installations during construction when violations may be easily observed and corrected; ability to read blueprints, diagrams, specifications, as-built and rough sketches of plumbing layouts quickly and accurately and detect possible deviations from regulations of plumbing system installations; good knowledge of occupational hazards and safety precautions of the construction trades; ability to exercise judgment, tact and discretion in the impartial application of departmental policies, codes and regulations; ability to communicate effectively both verbally and in writing; competent in the operation of an office computer/software; ability to establish and maintain effective working relationships with plumbing and general contractors, trades people, business and property owners/agents, the public, other employees and City officials.  This position requires the ability to frequently bend, twist, stoop, crawl, squat, reach, etc.

 

MINIMUM REQUIREMENTS:

 

High school graduate/equivalent; three years of recent paid work experience as a residential plumbing inspector, journey-level plumber, or paid work experience and education in combination pertaining to plumbing design and installation; possession of State of Wisconsin Department of Safety and Professional Development License as a Journey-level or Master Plumber; possession of Uniform Dwelling Code – Plumbing Inspector Certification within six (6) months of hire; recent paid work, inspection, and educational experience in the field of residential heating, ventilation, and air conditioning with State of Wisconsin Certification as Uniform Dwelling Code - HVAC Inspector is desirable; competent in the use of an office computer/software including, but not limited to, Microsoft Office Suite (Word, Excel, Calendaring, and Outlook) etc.; possess the physical capacity to perform the duties of the position; ability to work nights, overtime, weekends and odd hours when situations require such duty.

 

Possess an acceptable driving record.  Candidate’s driving record will be reviewed according to the following standards.  Failure to meet these standards may result in the rejection of the candidate.

 

      ·    Must have no more than two moving violations in the last 18 months and no more than three moving violations within the last 36 months.

      ·    No more than one chargeable accident within the last 18 months or more than two chargeable accidents within the past 36 months.

      ·    No more than six (6) demerit points within the past 12 months.

      ·    No driving under the influence (Wis. Stat. 346.63) or reckless driving (Wis. Stat. 346.62) convictions within the past five years.

 

PLUMBING INSPECTOR II

DUTIES:  An employee in this classification is responsible for inspecting new and existing residential, multifamily and commercial buildings, structures and properties during construction and for maintenance, to enforce conformance of adopted State and local plumbing codes and standards.  This employee approves plans and/or specifications which specify minimum practices, materials and workmanship.  Some discretion is involved in applying codes and standards to particular circumstances, but decisions are generally limited by established precedents.
