PMO – Financial Administrator recruitment

PURPOSE

This job exists to manage the International Wholesale Infrastructure Departmental and Programme / Project budgets and cost recovery process. Reporting into the Programme Manager the responsibilities will include:

Adherence to global processes

Co-ordination and publication of the budget position of the UK Infrastructure Team budgets and project budgets

Liaison with global and regional finance regarding budgets and forecasts

Ownership of regional cost recovery

PRIMARY RESPONSIBILITIES 

• Infrastructure Budget control:

o        Co-ordination, production and submission of the International Wholesale Infrastructure (IWI) Departmental annual budget at the following levels of detail:

•          Individual Budget Owners; Department Group; Overall IWI Department

o        Identify Financial KPIs within Infrastructure, report and review with Snr Mgmt.

o        Work with the financial recovery model owners to ensure that all budgetary items have the appropriate recovery models associated with them.

o        Facilitate and manage the monthly reforecast process and ensure that the IWI central budgetary file and corporate reforecast / planning systems are maintained accordingly.

o        Work closely with both the Central and local Finance Teams to ensure that all budgetary planning and reforecast requirements are meet and adhered to.

• Cost Recovery and Recharging:

o        Act as the central liaison between the Financial Transparency Service Managers and local financial recovery model owners to ensure that the IWI Department’s recovery models are current and consistent with other regions.

o        Provide assistance to IWI business partners in their understanding of their Statement of Charge.

o        Document and actively manage the monthly project recovery process to ensure completeness of end user chargeback.

o        Act as the primary interface to central and local Finance.

• Project Budgets:

o        Ensure that Project Managers adhere to standard processes for project budget controls including template construction, billing process and financial forecasting of project costs.

o        Proactively ensure Project Managers adhere to project finance processes, including the population of  the Fixed Asset Register.

o        Ownership and control of Project Budget Templates and Reporting

o        Construction and production of monthly financial MIS across the programme of Infrastructure projects.

• PMO

o        Ongoing development of the Project Process to ensure that all IWI projects have the appropriate level of documentation and oversight based on size, cost and risk (Rigor Assessment).

o        Facilitation of the local and global PRB meetings.

o        Management of the Project Pipeline process.

o        Management of the centralised Project Portfolio.

o        Production of regular MI reporting packs:

•          Departmental level

•          Individual Project level

o        Provide coaching in the Project process to the Project Managers.

o        Work closely with the IWI Programme Manager and Project Managers to improve the processes and services provided by the PMO Team.

o        Feed “In-flight” and “Pipeline” project costs into the departmental reforecast and budget planning cycles.

Ensure that all project costs have the appropriate recovery models associated with them

EDUCATION /OR EXPERIENCERequired

• Experienced with project financials

o        Forecasting v actuals, accruals, capitalisation, invoicing 

• Experienced with departmental budget planning / reforecast process

o        Coordination and reporting

• Experienced with providing PMO services on projects of all sizes and complexity.
