Opportunity
An exciting new opportunity has arise for someone to take responsibility for the management of a number of framework agreements including the Building Surveying Term Consultancy Agreement (BSTCA), ME Services Framework Agreements, Environmental Framework Agreements, Reinstatement Cost Framework Agreements. It will include managing the re-tender and renewal of the existing BSTCA and ME frameworks to be used for the procurement of construction and engineering projects up to £2m and consideration of the business case for setting up a new Rights Of Light (ROL) framework

Key responsibilities
In relation to BSTCA + ME Services frameworks:
- Manage the re-tender and renewal of existing BSTCA and ME frameworks to be used for the procurement of construction and engineering projects up to £2M.
- Provide guidance and advice to Asset Managers and Property Managers (as required) in relation to: -
oThe correct use of framework documents and (where required) appointment documents and construction contracts (plus standard amendments).
oThe management of projects where all appointments fall with the framework .
oThe management of projects requiring a 'hybrid team structure' (Building Surveyor plus additional bespoke consultants that need to be appointed separately).
- Establish project (BSTCA and ME Services) review process at critical stages for the more significant projects (in terms of cost, complexity and overall risk).
- Respond to specific framework and contract related queries from Asset Managers, Property Managers and framework suppliers.
- Periodically review and update framework appointments (as necessary) to remain in-line with PRUPIM policies and Fund/Client requirements, particularly in relation to the following matters: -
oLegal / Statutory
oMarket
oHealth Safety
oEnergy Management
oSustainability
- Set up and manage a performance review process to be used for all frameworks
- Investigate and act to help resolve any disagreements arising from projects conducted under the frameworks, reporting any potential escalations and loss situations.
- Ensure a consistent approach to the selection, tendering and appointment of Consultants and Contractors.
- Liaise with Project Management Team Leader, HS Team and retained Lawyers to ensure consistent policy for / usage of all building contracts and appointment documents.
- Monitor anticipated risk profile, complexity and spend levels on all proposed projects managed through the framework agreements (prior to commencement), referring 'borderline' cases to Construction Appointments Panel for approvals on how they should be managed.
- Organise and provide training, where required, to Asset Managers and Property Managers in relation to the everyday use of framework agreements and the referral process to Construction Appointments Panel and the Professional Appointments Register.
- Monitor patronage levels across the framework service providers to avoid the risk of over-exposure.
- Liaison with Asset Managers in relation to planned maintenance programmes where the work is intended to be processed through any of the frameworks.

In relation to the proposed ROL framework: -
- Assess the business case for introducing a ROL framework and if proven
oInstruct and manage the work of lawyers to draft a ROL framework appointment document.
oManage the selection and appointment of a panel of ROL advisors.
