Portfolio Planning Analyst
- Understand business products, business strategies and customer usage of products with ability to translate content into a business architecture that describes key functional and non-functional requirements.
- Collaborate with the IS Business Planning Managers and engage business partners to understand business needs and strategies.
- For identified business initiatives, understand key technology implications in the context of our current/future architecture and environment
- Lead cross-functional teams in the development of project estimates
- Coordinate project estimation sessions with appropriate IS SME's
- Articulate business needs and strategies in terms of key functional and non-functional requirements
- Facilitate project estimation sessions to identify resource needs to implement/execute on initiatives
- Provide a capacity assessment and its impact on project estimates
- Understand the USCC IS Portfolio Management framework and methodology
- Utilize the IS Capacity Models to identify capacity constraints.
- Coordinate with resource managers to align/confirm resources and project start dates.
- Estimate the appropriate mix of resources and determine project financials. Develop the E50 estimate.
- Provide project capacity assessments for Change Requests (CR) and milestone updates (E30's and E10's)
- Support, maintain and update the Portfolio Management Framework and Pipeline Process
- Support IS Project Owners with the IS Delivery Plan and project initiation requests for IS projects.
- Provide portfolio management reporting as needed to the PQRB, PSC, and IS leadership teams.
- Develop and/or update processes and tools to support the Portfolio Management Framework, Pipeline process, and project estimating.
- Coordinate transition activities with project managers. (e.g. WBS/Time Entry code requests, baselining staffing/work plans and financials).
- Support the Project Owners and IS Business Planning Managers estimate project benefits (when appropriate)
