Responsibilities The Principal Engineer - Facilities position will be responsible for the overall design, provisioning and optimization of Telco and Ethernet facilities to switch locations and cell sites in the Carolina and Tennessee markets. Also responsible for development of reliable, cost effective designs, budgeting, procurement, implementation, and utilization of microwave transport, optical transport, Ethernet Services, dark and leased transport ranging from DS1's to 10G Ethernet. The Principal Engineer will be the primary contact and design engineer on all dark fiber to the cell design and implementation (including all methods of protection). The Principal Engineer will also be responsible for maintaining and forecasting of the expense and capital budgets for the transport department. This position will be expected to work with Switch Engineering, Cell Implementation, RF Performance Engineering, and Operations in meeting the regions key objectives for system availability, network capacity, and reliability. Will also take the lead role in expansion projects by running project management meetings, generating minutes, timelines, goals and assuring all team members and tasks are on-track towards successful completion. Program/Project Management Manage all facets of large scale technical Programs and Projects to ensure deliverables are met within schedule, budget and quality goals using quality principles and appropriate program and project methodologies. Current examples include dark fiber to cell design (including all methods of protection). Responsible for the management of Region-wide activities, initiating sub-projects were applicable, monitoring reporting Program Project progress for the transport department. Planning and execution of cross-functional and integrated project plans across functional boundaries. Creation and maintenance of project documentation and development of all deliverables within the project management scope (Charter, Risk, Communication Plan, Success Metrics, Lessons Learned, etc). Management of changes to project scope. Responsible for identifying and resolution of cross-functional issues that may impact critical project deliverables and of functional area conflicts at manager through vice-president levels. Preparation and presentation of pertinent project material to key stakeholders, including Directors, Executive Directors, and Vice Presidents. Establishment of project objectives and key metrics to meet project's business goals. Resolution of project issues and management of escalations and jeopardy process. Leadership role for Transport engineers and Point of contact for Transport Manager. Work directly with Directors and Executive Directors as the transport department lead single point of contact role where project status, reporting, and process is concerned. Will be lead and primary contact for the transport engineers to ensure project continuity and direction is maintained throughout multiple projects. Work with transport engineers to gather information on current projects and report this information to Transport Manager weekly. Work with Project Sponsors to make decisions for other transport team members to establish project objectives and key metrics to meet business goals. Resolve project issues and manage jeopardy process for the projects managed. Risk assessment and development of risk mitigation plans associated with projects for the transport department. Demonstrates influence within the transport group and is recognized as a leader within and outside of his/her work group. Planning Activities/Network Business Process Improvement Lead/Support Area Planning activities including: Capital and Expense Budget Creation and forecast, Add hoc reporting and network process analysis Lead Network Process Improvement initiatives across the CARTN Region. Qualifications 10 or more years experience managing large cross-functional projects 7 or more years project management driving cross-functional teams Experience designing and maintaining large scale ring deployments (including all methods of transport hardware and architecture including but not limited to DWDM, CWDM, etc) Experience in leadership roles in technology management Understanding of various wireless network technologies including switching, RF, transport and data Familiar with Ethernet services and data networks Experience developing and implementing business process improvements Demonstrated expert knowledge and proven experience with the full suite of Microsoft Office, including Microsoft Project. Other: Travel ndash; Once or twice a month sometimes more, can be on the road for several days each time Ability to work weekends and nights as required Knowledge of the following: SONET Ring architectures. MW design using Pathloss 5 or higher LattisPro or other leased line design tools. Hubbing and Switching concepts for SONET and MW. XNG Database experience. Network Flow experience VSO Express Bid working knowledge Ehealth experience DCAFT working knowledge MS Project, MS Access Management of virtual teams. Ability to work with minimal supervision and make sound technical judgments in a demanding environment. Understanding of operational concepts of various business groups including Sales, Marketing, Customer Care, Legal, Revenue Assurance Management of cross-functional teams Occasionally manages off-hours project conversions Often called on to present to senior leadership Recognized by peers as a technical expert Experience managing 3rd party vendor relationships and/or resources Experience managing project budgets ensuring on time/budget milestones are met Strong interpersonal skills. Demonstrated ability to work with others without conflict and achieve goals Demonstrated excellent problem solving and negotiation skills Demonstrated subject matter expertise in Wireless/Cellular/Telecom technologies Forward thinking and preparation for new technology introduction Clear concise communication skills Ability to articulate complex technical information in a non technical manner Proven track record of leadership of project accomplishments including successful project launches Excellent oral and written communication skills Education: 4-year Bachelor's degree in Business, Finance, Computer Science, Engineering or equivalent experience.
