Principal Manager, Sustainable Energy Investments and Climate Change
Role Overview
The EBRD's strategy in the sustainable energy sector is to further mainstream energy efficiency and climate change-related activities into the Bank's operations. The objective is to build on the activities already implemented to increase the Bank's impact (in terms of volume of financing, number of operations, coverage of sectors, energy savings and emissions reductions and innovative financing instruments) and assist the region in improving its energy efficiency performance.
The Bank will, in particular, scale up its energy efficiency programme (supported with the application of energy audits), roll out dedicated credit lines through banks, develop new products addressing energy efficiency in the built environment and design other innovative financing mechanisms to meet the Bank's sustainable energy objectives.
The Energy Efficiency and Climate Change team (E2C2) comprises 34 professionals with backgrounds in banking, finance, carbon markets, energy policy and engineering. The team's mission is to provide services to clients so that Bank funding is targeted to the fullest extent at rational energy utilisation in industry, infrastructure, buildings and services.
The Bank has rolled out its Sustainable Energy Initiative Phase III, under which it has set ambitious targets: EBRD SEI financing target of 4.5 to 6.5 billion with a target total project value range of 15 to 25 billion; and a target annual carbon emission reduction range of 26 to 32 million tonnes CO2. In addition it seeks to scale up and deepen its capacity building activities expertise in adaptation financing and multilateral co-operation (e.g. through the climate funds). The Bank will seek to mobilise additional donor funds, in particular grant co-financing to support projects, capacity building and policy dialogue.
The E2C2 team is seeking an additional professional to support the development of new financing schemes. The Principal Manager will be based in London and will work on projects and policy dialogue related to those projects - reporting jointly to the team's Pillar Heads for Projects and Policy Dialogue.
Key Responsibilities and Deliverables
- Work with Banking teams across all sectors to identify opportunities for investment projects
- Identify barriers to sustainable energy investments and develop/implement activities to overcome such barriers
- Structure and provide related technical assistance for capacity building and identification of investment scope
- Conduct policy dialogue with the authorities to improve investment climate for SEI projects and strengthen impact of such projects
- Establish links with donors for climate change mitigation and adaptation in order to mobilise funding and develop one-stop shops for technical assistance, targeted grants, commercial funding and policy dialogue
- Structure and manage outsourced assignments for technical and policy services to clients. These will include project preparation, energy audits and policy advice
Essential Skills, Experience and Qualifications
- Good relevant degree from a leading university in the country of education (e.g. preferably in a technical discipline, engineering, economics or finance), a combination of technical and commercial skills could be advantageous
- 7 years' relevant, technical and commercial work experience gained from a bank, equity fund, advisory services, corporate finance firm or an engineering organization, including industry and/or consultancy experience in the sector with a demonstrable track record of successful project development
- Knowledge and experience with the energy/energy efficiency sector or very strong awareness and interest in the related issues
- Proven track record in outsourcing to consultants and managing related assignments for results
- Experience in emerging markets, including central and eastern Europe and/or the CIS;
- Sound understanding of business and finance principles
- Knowledge of IFIs/international organisations, their institutional priorities and procedures, including donor fund mobilisation experience
- Policy analysis and formulation experience
- Computer literacy
- Excellent written and oral communication skills in English are essential
- Experience in broader resource efficiency (water and waste minimization) would be an advantage
- Very good written and oral communication skills in any other European language would be desirable

- Flexible in working hours and willingness to travel to and work in EBRD countries of operation.
