The $5.3 billion Honolulu Rail Transit Project office located in Honolulu, Hawaii has an opening for a Principal Technical Specialist. The Project involves design and construction of a new light metro rail transit system comprising about 20 miles of elevated guideway, 21 stations, train control, traction power, communications, fare collection with associated facilities, and about 80 vehicles. Serving on the staff of the General Engineering Consultant (GEC), the selected candidate will report day-to-day to the Systems Safety and Security Manager. This position will be responsible to provide client services relating to all aspects of the transit/rail system safety and security including scope, schedule and budgets. The selected candidate will be required to lead, develop, review, and direct or implement system safety and security programs, policies, standard operating procedures and/or emergency preparedness documents or programs. The selected candidate will build client relationships and participate in all aspects of business development activities. This position provides the selected candidate the ability to work with a dynamic management team, developing and implementing programs for a new start rail operation. Additionally, the selected candidate may serve as the project team leader for safety and security and be responsible for project specific safety and security functions.

Responsibilities will include the following:

  • Develop System Safety and Security Programs in accordance with FTA guidelines, rules and regulations.
  • Develop and implement Safety Certification Programs.
  • Provide day-to-day guidance to project management relating to system safety and security activities and requirements.
  • Provide system safety and security related support to the project design team, including appropriate design reviews and meetings.
  • Provide safety and security oversight, including the implementation of all applicable system safety and security programs, plans and requirements through the construction and operating phases of the project.
  • Provide leadership relating to emergency preparedness and response.
  • Other responsibilities and duties as assigned.


  • Required Qualifications:

  • Bachelor’s Degree in Transportation Safety or equivalent railroad or transit experience. CSP preferred.
  • Minimum of 10 years of railroad/transit management experience in the field of safety, security and/or operations.
  • Experience in the development of system safety and security programs and plans in accordance with guidelines and regulations set forth by the FTA and APTA.
  • Experience in rail safety, security and operations, providing leadership in the related safety and security activities.
  • Familiar with FTA emergency preparedness rules and regulations with the ability to lead safety and security committee activities, tabletops and field exercises.
  • Strong communication and people skills.
