NATURE AND SCOPE OF JOB The National Security Engineering Division within the Engineering Directorate has an opening for a position that will serve as both a Process Assessment (PA) Deputy Group Leader (GL) and Nuclear Assessment Team Leader (NTL) within Z Program's Counterproliferation and Operational Intelligence Support (CPOIS) Program. The CPOIS Program provides timely, relevant engineering analysis of chemical, biological, nuclear, missile and radiological worldwide capabilities to meet the Department of Defense (DoD) commands operational needs. As PA Deputy GL, this individual will assist the GL in managing a group of over twenty scientists and engineers working on state and terrorist WMD programs. The Deputy GL will help manage a budget of over $5M and direct a team that researches, analyzes, and writes technical reports on process engineering associated with counterproliferation and counterterrorism. The Deputy GL will apply his/her extensive experience directing technical projects and applying scientific and technical leadership to support management. As Nuclear Team Leader, the engineer will oversee a team that conducts engineering analyses of nuclear facilities that influence US foreign policy and the deployment of defense assets. Success and failure are visible at the highest National DoD Command levels. The Deputy GL will be part of the management team interacting with Z Program management, the Global Security Directorate, the Office of Strategic Outcomes Program Directors, and the discipline directorates at the direction of the CPOIS managers to develop new research areas and promote optimal workforce management. The candidate will report administratively to the Technology and Process Assessment Group Leader and programmatically to the CPOIS Program Leader and Process Assessment Group Leader. ESSENTIAL DUTIES - Manage a team to conduct process engineering assessments of foreign WMD capabilities worldwide to include evaluating pertinent processes, process flow sheets, chemical requirements, and facility requirements. - Serve as the PA lead point of contact for relevant intelligence, technical, and policy areas associated with the CPOIS Program's mission areas and sponsors as defined by the CPOIS Program Leader and Z Program management interacting with sponsors and other US Government organizations. - Provide leadership to the engineers and scientists assigned to the PA Group and the Nuclear Assessment Team to include, but not limited to writing Statements of Work, developing and identifying Roles and Responsibilities for group members, and providing performance input to the appropriate personnel managers. - Develop and track project execution plans for the group's assigned research projects, including allocation and monitoring of available personnel and budgets to establish and communicate schedules and cost and job requirements. - Oversee and manage the documentation of the written analyses in web pages, verbal briefings, and other written documents as needed that capture and communicate research results. - Pursue the development of new program opportunities, to include preparing proposals corresponding to targeted new opportunities and interacting with potential sponsors and existing customers. - Lead or participate in technical reviews of products from PA members and other CPOIS group members, participate in peer reviews and assess the conformity of draft and final reports to the appropriate classification guidelines to ensure quality control. - Provide analytical support to other projects within Global Security and collaborate with other groups. - Present analysis to collaborators including technical meetings, traveling as necessary. - Maintain appropriate security in a Sensitive Compartmented Information (SCI) environment for information and systems that are under the Group Leader's direct control. - Perform all assignments in accordance with ESH, Security, and business practice requirements and policies. ESSENTIAL SKILLS, KNOWLEDGE, AND ABILITIES - M.S. in physical science, nuclear physics, weapons design, engineering, or equivalent level of demonstrated knowledge. - Significant experience overseeing and leading multidisciplinary project teams effectively. - Extensive experience in the conduct of research and analysis related to WMD and national security issues. - Demonstrated knowledge of foreign science technology (ST) and/or Weapons of Mass Destruction (WMD) programs, the proliferation of enabling technologies for nuclear, radiological, chemical, and biological weapons production, cyber and asymmetric threats, and WMD delivery system acquisition. - Knowledge of the technical and military capabilities, contemporary politics and economics, and history of relevant geopolitical areas. - Demonstrated expertise in the tradecraft of assembling and exploiting information from intelligence and other sources and in the production of finished intelligence products, including coherent exposition of key judgments in written and verbal forms. - Subject matter expert or substantial experience with chemical, biological, or nuclear technology. - Demonstrated expert level communicator with highly advanced verbal and written skills necessary to effectively present, explain, and advise senior management and external sponsors including preparing and presenting proposals, papers, reports and documenting results. - Demonstrated problem-solving and decision-making skills necessary to independently address challenging problems. - Experience with budget and resource management. - Demonstrated ability to motivate and work through other personnel successfully to achieve highly complex project objectives. - Demonstrated ability to respond to customer requests for information in timely fashion. - Demonstrated ability to lead a team to respond to time-pressing customer requests for information and analysis. - Detailed knowledge of Intelligence Community needs and practices, including SCI security markings, intelligence oversight and compliance, and related security practices. DESIRED SKILLS, KNOWLEDGE, AND ABILITIES - Ph.D. in physical science, nuclear physics, weapons design, engineering, or related discipline. - Management experience leading multimillion dollar RD project portfolios. - Experience with one or more aspects of the weapon development process for one or more WMD types, enabling ST, collection capabilities, or equivalent experience in the US Government.
