Salary: $ 77,376.00 to $ 114,649.60 Annually

MINIMUM QUALIFICATIONS:

EDUCATION: Possession of a bachelor’s degree from an approved college or university in business administration, finance, public administration or a related field required. Possession of a juris doctorate or advanced degree from an approved college or university preferred. Certification by a nationally recognized professional purchasing organization preferred.

EXPERIENCE: 10 years of professional experience, which must have included five (5) years at a senior management level and five (5) years of experience which must have been in procurement and contract development and management for a large, complex organization required. Experience in government procurement strongly preferred.

KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of purchasing and supply principles, laws, methods, and procedures; considerable knowledge of sources of supply, commodity pricing methods, and marketing practices; working knowledge of the various types of materials, supplies and equipment generally used by a County; working knowledge of accounting practices as applied to procurement and supply activities; ability to plan and supervise the work of a staff; ability to use sound judgment in making independent decisions; ability to utilize a procurement processing system; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective interpersonal relationships; skill using a PC and related software applications; ability to generate reports and present information.

DUTIES: Plan, direct and manage central procurement and contract activities of a County. Direct the purchasing and contracting functions that involve competitive bids, purchase orders, leases, contracts, and other similar agreements. Ensure accuracy and compliance with all applicable laws, regulations, and procedures. Develop and oversee consolidated and standardized programs related to procurement and contracts functions. Provide ongoing procurement guidance to departments. Facilitate resolution of procurement and contract related issues. Responsibility for personnel and professional development of assigned staff. Perform other duties as assigned.

THE EXAMINATION is open to qualified residents of the United States. Appointee must establish residency in Milwaukee County within six months of appointment and maintain such residency during incumbency.
