PROCUREMENT MANAGER for HealthPlan Holdings

 

POSITION DESCRIPTION

This is a highly visible role that works closely with finance, legal, business development, operations and suppliers to analyze, develop, and drive category specific sourcing initiatives to meet and exceed business metrics in terms of cost, quality, service, and delivery. We are looking for a candidate that brings creative thinking, strong analytics, compliance experience and a partnership approach with a focus on achieving business objectives. The primary categories to be managed are:

·         Non-employee contractors services and engagement process (primarily for Information Technology)

·         Computer hardware and software, office equipment

·         Real estate portfolio

·         Printing, paper and mail services

·         Office supplies

The primary responsibilities of the Procurement Manager include leading contract negotiations, developing category strategies, managing sourcing projects or process, establishing plans for continuous improvement and compliance monitoring in supply base management. This position will also be accountable for procurement initiatives, supply chain diversification, benchmarking the industry, and identifying new ways to cut costs, reduce expenses and create efficiencies.The Procurement Manager shall also analyze spend data to uncover new opportunities and partner with business owners to develop and executeprocurement strategies. The Procurement Manager shall also develop collaborative relationships with Senior Leadership and multiple suppliers.

PRINCIPAL RESPONSIBILITIES:

 

·         Establish and implement procurement processes and procedures

·         Develop,implementand monitor robust category strategies to drive direction,results and compliance

·         Evaluate and source potential suppliers; lead key supplier negotiations

·         Drive change, compliance, and continuous improvement in the procurement of materials and services.

·         Perform supply-market research and total cost of ownership evaluations

·         Develop appropriate contracts and/ or statements of work between HealthPlan Holdings, its affiliated companies and suppliers

·         Assess current business and legal risks in existing and or new contracts

·         Measure and manage supplier performance relative to contracted service levels

·         Achieve extraordinary results in meeting critical cost savings, quality, and service objectives

·         Ensure validity of data, interprets and effectively communicates analysis to business partners.

·         Participate in potential client RFP process and mergers and acquisition due diligence

·         Perform other duties as required.

 

QUALIFICATIONS

Education: BA/BS degree in business, finance, administration, or business-related major.

Years of Experience: 3-5years of experience in Procurement, Purchasing, Vendor Relationship Management or related field.

 

·         Successful negotiation experience, contract development and execution

·         A strong application of strategic RFP processes, supplier management, and other procurement principles

·         Ability to understand HealthPlan Holdings business environment, requirements, and corporate culture

·         Experience in roles involving change management; continuous improvement programs, including supplier improvement programs, cost reduction programs.

·         An accomplished track record in developing purchasing strategies and programs, involving supplier partnership and alliance concepts within the indirect space.

·         Capable of managing multiple priorities, projects, and tasks.

·         Good interpersonal, customer service and problem solving skills.

·         Strong Word, Excel and PowerPoint skills
