Reporting to the Chief Financial Officer, the Procurement and Property Manager Department is responsible for the procurement of over $400M of goods and services and all property management activities (~30,000 pieces of property) within the Laboratory with a focus on compliance and customer needs. This includes the day-to-day leadership and operations of ~60 professionals.  Responsible for development and management of policies, processes and systems to enhance efficiency and customer satisfaction. Incumbent will hire, develop, train, and mentor highly skilled staff for current and future needs.  Develop and execute strategies and plans to establish and sustain supply agreements/contracts and cooperative relationships with suppliers to ensure an optimal combination of cost, quality and timely reliable service to meet customer requirements. Ensures that the Department supports the growth and diversification of the Laboratory.
 
Ensures successful integration across the entire supply chain and promotes communication and good will among stakeholders by maintaining relationships that foster and provide a timely flow of information among staff, management and users. Build and maintain relationships with senior management of the Laboratory (including the Lab Director), the University of California, and DOE to ensure compliance with procurement and property policy, public law, regulation, and contractual requirements. Serves as principal spokesperson internally and externally for the Laboratory on matters of high significance.
 
RESPONSIBILITIES:
Essential

• Responsible for providing strong leadership management, oversight, strategic planning, and direction of daily operations and financial activities of the Department.
• Provides leadership and management in establishing and maintaining a cost-effective organization with excellent proven business practices.
• Identify, lead and implement process and system improvement projects. Play a lead role in implementing a project management and process re-engineering culture within the work unit to drive increased effectiveness and efficiency.
• Effectively recruit, manage and lead individuals with the necessary skills to maintain a high-quality organization. Mentor and develop staff by improving and/or enhancing the skills, knowledge, and ability of staff to achieve higher levels of effectiveness and efficiency.
• Responsible for providing leadership and establishment of high ethical standards for the department. This includes the continued review of internal controls within systems and processes to ensure procurement, property, and financial data integrity and analysis to the Laboratory management and programs.
• Thorough knowledge and expertise of supply chain management and the ability to effectively integrate with other OCFO (i.e. Accounts Payable) and logistical units lab-wide.
• Develops, maintains and executes procurement and property management policies, procedures and systems that support the Laboratory mission and meets all DOE and UC requirements.
• Partners with other UC campuses and the DOE to leverage strategic contracts to maximize cost savings, best practices, and shared knowledge between the UC entities.
• Establishes and maintain partnerships with customers to ensure that procurement and property practices are customer focused as well as in compliance with LBNL and UC policies and procedures, Contract 31 requirements and applicable DOE/Federal/State regulations.
• Special projects as assigned.
 
QUALIFICATIONS
Essential:

Functional Operation:
• Demonstrated expertise in developing and executing a vision and strategic plan for a Procurement and Property organization. Thorough knowledge of supply chain management and the ability to effectively integrate with other OCFO and logistical units.
• Strong leadership skills and the ability to manage staff in a fast paced environment.
• Expertise in recruiting and retaining individuals with the necessary skills to maintain a high-quality organization. Expertise in mentoring and developing staff by improving and/or enhancing the skills, knowledge, and ability of staff to achieve utmost effectiveness.
• Proven track record of transforming organizations through process improvement, people and systems.
• Requires thorough knowledge of materials management, sourcing strategies, purchasing policies and procedures, supplier capabilities, and performance improvement.

Systems:
• Expertise in acquiring, developing, and executing property and procurement systems that are user-friendly.
• Expertise re-engineering legacy procurement and property systems and processes.

Compliance:
• Extensive knowledge of federal and University procurement and property management requirements and processes. Experience in managing Small Business vendor programs.
• Working knowledge of DEARs and FARs.
• High ethical standards to meet the Laboratory’s mission, vision and goals.

Process:
• Proven ability to lead continuous process improvement in reducing costs by utilizing best business practices to support the Laboratory’s and OCFO’s strategic business goals.
• Proven record of success in maintaining professional relationships with UC, BSO, DOE, Senior Management, other national laboratory procurement managers, and vendor/supplier partners that leverage vision, technology, advanced negotiation skills and best practices to achieve strategic goals.

Partnerships:
• Strong communication skills with the ability to manage and work cooperatively with a diverse group of peers and subordinates. Works well with others, team player and customer focused. Excellent oral and written communication.  Strong public speaking and presentation skills.
• Ability to influence and provide direction to Senior Management and be able to build consensus.

Desired:
• Certification in procurement, property, logistics, or supply chain management offered by such organizations as ISM, NCMA or NAPM. Typically requires a Master’s degree in accounting, public administration, business or economics/CPA, and/or the equivalent of 15+years related experience including experience in a multi-divisional organization.
