Organisational overview

NEST Corporation is the trustee body responsible for overseeing NEST (National Employment Savings Trust). NEST Corporation has overall responsibility for the scheme and is a non-departmental public body independent of government but accountable to Parliament through the Department for Work and Pensions. NEST will be a new workplace pension scheme that’s being designed specifically to meet the needs of low-to-moderate earners and their employers.

Departmental overview

The Product Design Team is part of the Scheme Development Directorate and has responsibility for specifying NEST’s service requirements for pension administration. The team are the custodians of NEST’s service requirements and product features, working in partnership with Tata Consultancy Services (TCS), NEST’s principal outsourced service provider, to translate business requirements into an effective operational design commensurate with brand values.

Job title and overview

The role is to take responsibility for key aspects of NEST’s product design with 2 principal objectives:

• To develop NEST’s business requirements for future service releases as part of a programme of ongoing service improvements and to maintain requirements in line with changes in legislation and guidance

• To provide subject matter expert advice and business assurances at all stages of the product lifecycle. This will involve working closely with IT and Testing analysts to develop, review and test technical design documentation which will include business logic, process flows, data definitions, web screen design, field validation, error messaging and scheme communications.

The role is likely to include taking lead, or joint, responsibility for the following administration areas, although the final list will be agreed with successful candidate:

• Member enrolment and opt out.

• Defined Contribution collection and money management.

• Transfers In

• Employer Cessation, including mergers and acquisitions and insolvency.

• Complaints and Disputes

• Providing effective briefing and presentation material to explain requirements and solution design.

• Issue resolution and action tracking and reporting

• Contributing to project planning and risk management reporting.

Role deliverables

The successful candidate will have responsibility for the following key deliverables and activities.

• Support for the analysis and impact assessment of legal and policy developments on existing business requirements.

• Analysis and recommendations to inform product development and service enhancements.

• The clear and unambiguous specification and presentation of requirement changes to TCS, NEST’s supplier of pension’s administration services.

• The effective organisation and facilitation of stakeholder workshops

• Reviewing technical supplier documentation to ensure that the preferred design solution is fit for purpose. This will include functional and process descriptions, data definitions, business rules, validation, screen design and navigation, error messaging, help content on-line and paper communications and operations manuals.

• Provide expert advice to inform the development of business testing scenarios and test execution scripts with Nest’s business testing team and provide expert support for testing execution.

• Providing effective briefing and presentation material to explain requirements and solution design.

• Issue resolution and action tracking and reporting

• Contributing to project planning and risk management reporting. Deep practical experience in occupational DC pension scheme design and administration.   The successful candidate need not be a legal expert but must have a good working knowledge of relevant legislation, guidance and best practice and have a proven ability to impact changes on the detail of scheme design.

Skills and Experience:

• Deep practical experience in occupational DC pension scheme design and administration.   The successful candidate need not be a legal expert but must have a good working knowledge of relevant legislation, guidance and best practice and have a proven ability to impact changes on the detail of scheme design.

• Experience of scheme design should include member enrolment, contribution collection and money management, transfers in, employer cessation and complaints and disputes and the application of straight through processing in an e-business model.

• Experience of writing service requirements in a specifier / deliverer model – with either outsourced or in-house teams and specifically IT development and testing teams.
