Professional-Network Planning Engineer+

Designs, analyzes, plans and modifies network components and architecture in support of the wireless and wireline infrastructure. May provide mid to long-term planning for a specific technology which includes analysis, solution recommendations, and implementation strategies to complex business issues. These activities are the basis for capital deployment and allocation decisions. Develops and evaluates network performance criteria and measurement methods. Prepares the analysis of the short-term or long-term capacity needs for wireless and wireline infrastructure. May conduct network architecture design, feasibility and cost studies. Studies and forecasts traffic drivers to determine short and/or long term capacity needs. May include all or some of the following functions: 1. Recommends strategic network architecture planning and network evolution policy decisions in support of corporate initiatives, customer demand, technology changes, economic and service reliability criteria; 2. Evaluates new and emerging technologies for addition and/or application to existing network systems; 3. Conducts economic and population growth studies to determine impact on network capacity and development plan projections; 4. Creates deliverables such as mgmt reports, business cases, infrastructure deployment guidelines, 3 Year Plans, Plans of Record, Project Approval Letters, and Serving Plans; 5. Works with key internal stakeholder vendors to determine future business customer needs. Additional Responsibilities Nature of Contribution- Fully functioning technical professional. Develops new concepts, methods and techniques. Knowledge - Subject matter expert within own discipline/ specialty area. Applies specialized knowledge of discipline/specialty area standards and processes to work. Integrates company experience and deep technical knowledge and has advanced understanding of select ATT technologies, systems and/or procedures. Analysis and Problem Solving - Solves non-routine problems based on analysis of multiple factors. Independently identifies key issues, patterns or deviations from norm. Works on problems requiring judgment and in-depth evaluation of multiple factors. Analyzes and interprets research to evaluate and recommend solutions. Applies judgment to determine appropriate processes and technical area standards to use and provides technical direction to others in own work area. Contribution to ATT Technology - Key contributor on diverse projects of moderate scope. Recommends new procedures and processes to drive desired results. Communication- Explains advanced technical information to less experienced team members. Provides specialized technical guidance to others in work area. Builds productive internal/external relationships and collaborates with others in own team or across teams. Supervisory: No This position may be responsible for contributing to ATT"s compliance with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge, or air emissions.
