Job Description The PHSS Program Center Specialist primary responsibility is building community relationships and coordinating and implementing the effective delivery of quality PHSS training programs at the Jones Center for Families. This includes the fulfillment of community, workplace and all contracted services throughout all lines of service. This position is responsible for supervising and managing the performance of paid, and volunteer instructors in all specialty areas. This position ensures a full complement of qualified training personnel to meet consumer demand for PHSS services. This includes the recruitment, development and support of Instructors and Instructor Trainers. Quality assurance and resource optimization of PHSS training personnel equipment in the assigned territory is a critical core competency, including managing and compliance for fixed training sites, roll out of new programs and services, conducting employee performance reviews and managing trainer courses. The Program Center Specialist will also have monitored revenue and reach targets specific to the Jones Center for Families. The financial targets will be reached through face to face relationships building and outbound sales phone calls. It is anticipated that within eighteen months the specialist will generate revenue at a rate of ten times annual salary. Major Duties and Responsibilities Training: Ensure that quality instruction is provided to meet increased demand for PHSS services. Teach courses and instructor courses as scheduled. Fundraising and Resource Acquisition: Develop a fundraising strategy to attract financial contributions to offset free and reduced pricing community based programs. Attract local corporate support to meet resource requirements for programming and administrative support. Quality Assurance: Responsible for applying quality assurance and control programs. Integrates quality improvement activities and measures in overall service provision. Ensure that the proper risk management activities are in place to protect the organizations customers and staff who participate in PHSS activities. Conduct performance reviews. Resource Management: Recommends investments in technology, capital, equipment systems or other assets that will improve the quality of the delivery of PHSS services in the territory. Responsible for efficient and effective resource use, including budget and personnel. Communications: Engages in regular communications with instructors and the team regarding programmatic changes and quality management issues. Personnel Management: Manages all training personnel (paid, per-diem and volunteer) for the provision of quality PHSS training in the assigned area and across boundaries as identified. Provide supervision to paid, part time, hourly and volunteer instructors in the territory to ensure quality delivery of services and products. Provide staff development training across areas. Ensure credentialing of all instructors meet American Red Cross, State and Local requirements. Conducts performance reviews, providing constructive feedback. Provides supervision for trainers and instructor leadership teams. Community Relationships: Builds partnerships throughout geographic area to ensure adequate access to training for the public. Supervises program management providing contracts and agreements for fixed teaching sites, audit controls and compliance. Assesses business need for program materials, and recommendations for funding sources to meet program gaps. May be required to teach basic and instructor courses with on call responsibilities as needed for quality control and meeting customer demands. Manages fixed training sites.
