Program Director Job in Kansas City 64110, Missouri US
MRIGlobal’s Global Health and Security (GHS) Operations, Medical Countermeasures (MCM) Division is looking for a Program Director experienced in the project management and associated business development of all hazards medical countermeasures to work in our Kansas City headquarters.
In this position, the successful candidate can expect some combination of the following duties during a typical work week:
- Reviews proposed project work to determine feasibility within proposed cost, schedule, resources, and performance constraints
- Responsible for providing Program Management for MCM programs and projects, internally and externally funded, functions as the task/proposal manager for bid opportunities, analyzes client opportunity specifications, needs, and requests and ensures submitted opportunities meet all requirements and/or expectations.
- Communicates effectively with the Resource Coordinator to ensure that resources are available to complete proposed projects.
- Reviews task/project requirements and identifies essential elements of cost, schedule and technical performance during opportunity development and for awarded programs/projects.
- Develops and/or refines the Work Breakdown Structure (WBS) to a level sufficient to identify all the work required for task or project completion.
- Assists with business opportunity workflows and ensures proper communication between all stakeholders.
- Acts as a liaison, interacting with the scientific team, technical writers, contracting officers, pricing, finance, business development, management, and other stakeholders internally and externally, to include subcontractors.
- Identify MCM business development opportunities (both federal government and the private sector) in support of current and future programs through discussions with existing or potential customers, or through posted information.
- Visit clients, often times accompanied by other technical staff, to develop leads and secure contracts.
- Assists Corporate Business Development with market research on potential clients, including comparison of their needs against MRIGlobal’s capabilities.
- Work with and mentors technical staff and junior program managers in program management best practices.
- Communicates progress of on-going projects to management, technical staff, cross-organizational stakeholders, and clients through documents and visuals.
- Reviews interim and final reports to determine if quality standards have been met and client deliverables satisfied.
Required Qualifications:
- B.S. degree in a life science field, and greater than 18 years combined in vitro and in vivo laboratory and program management experience related to government or private research; or M.S. degree in a life science field, and greater than 10 years of experience as described above.
- Proficiency in MS Office applications, particularly MS Project 2003 or 2007, SharePoint, Excel, Access and Word. Experience with proposal management.
- Is a certified Project Management Professional.
- Has an understanding of risk management fundamentals and terminology. The selected individual must have a proven record of securing life science contracts ($5,000,000 and larger) with clients in the federal government, and private industry.
- Candidate must be willing to submit to a security investigation, meet eligibility requirements for access to classified information, and obtain and maintain both a DoD security clearance and a DoJ risk assessment
Preferred Qualifications:
- Recent experience and contacts in the Department of Defense and Department of Health and Human Services, EVMS experience, an active security clearance, and experience serving as a program manager for greater than $5M annual revenues of a chemical and biological MCM portfolio are particularly advantageous.
- Experience managing classified projects and ability/experience to manage multiple large projects with diverse clients simultaneously.
- Ability to describe programmatic and technical risk for opportunity evaluation.
- Ability to assess LOFCs on bid opportunities and alert and advise management.
- Have an understanding of current marketplace dynamics, key business drivers, and financial indicators.
- Be willing to work in a dynamic work environment and under firm deadlines.
- Possess excellent interpersonal and negotiation skills.
- Experienced using appropriate project/program measures to track progress of a portfolio.
- Experienced using Project Management best practices.
