-- Program Management Analyst-01117630 Description Key Role: Provide program management support of emergency communications and telecommunications in wireless, wireline, and broadband programs for federal government clients. Assist government or commercial managers with supporting federal emergency communications initiatives, including providing analytical support to program strategy, planning, and implementation of related initiatives. Analyze and evaluate technology approaches and comprehend policy, grants, and regulatory implications to business strategies, processes, and technologies. Demonstrate experience with federal and state emergency communications agencies, including Office of Emergency Communications, Federal Emergency Management Agency, Federal Communications Commission and with federal telecommunications policy regulatory bodies and congressional committees involved in emergency communications issues, telecommunications trade and industry associations, or commercial telecommunications service providers, equipment vendors, and solution providers. Develop strategic analyses and related documentation for multiple stakeholder types. Apply project management principles and methods sufficient to plan and carry out difficult and complex studies, recommend new methods, approaches, and procedures, and plan, organize, and direct team activities, including analyses and planning. Qualifications Basic Qualifications: -4 years of experience with business, policy, and or engineering in telecommunications or federal or state technology programs, including support for federal government, state government, or military or commercial mission needs -Experience with federal or state emergency communications policy agencies specific to grants and funding management for infrastructure projects -Experience with public policy issues associated with public safety communications, including grants or technical assistance -Ability to understand technical, managerial, and policy issues in support of program planning and strategy -Ability to obtain a security clearance -BA or BS degree required Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
