Program Manager - Economic Growth
Job Description Position: Program Manager - Economic Growth Principal Duties and Responsibilities: Serve as manager for implementation of USAID Economic Growth projects and as AECOM's operations representative to USAID's technical and contract officers on the assigned programs Take responsibility for project implementation, from award through project closeout Serve as leader of the project management team, oversee all home and field office activities, and ensure effective and efficient coordination between the two offices Be thoroughly familiar with relevant U.S. and host country regulations and laws as well as AECOM policies and procedures, and be accountable for project implementation compliance with these regulations, laws, policies, and procedures Take accountability for project processes including contractual quality assurance, control and compliance Oversee USAID approval requests process and all project related procurement Take responsibility for project start-ups and closeouts including traveling to the field Recruit consultants as required Review and approve monthly invoices to the client Develop and monitor consultant and subcontractor contracts Train and supervise Project Coordinators and delegate tasks to project team members Monitor project budgets and prepare budget modifications Prepare accrual, pipeline, and cost-to-complete reports for both AECOM and clients as necessary Ensures that all project technical deliverables are formatted with the proper branding requirements established by the contract and sent to CDIE or the Prime Contractor and properly archived in the home office filing system both in hard copy and electronically Ensure corporate/client branding requirements are met on all project deliverables Ensure project memos are completed and accurate each month Oversee and control home and field office expenditures, procurement, and accounting Oversee management, control, and disposition of non-expandable equipment and other project assets Prepare information needed for business development and AECOM communications materials such as PPRs Serve as principal AECOM point of contact with U.S. and third country-based subcontractors contract representatives Review and approve subcontractor invoices Assist with new business proposal work as required including taking on a variety of roles Qualifications BA and a minimum of 5-7 years direct USAID project management experience, preferably within the area of Economic Growth, such as trade policy and facilitation, business environment improvement, financial sector development, value chain development, enterprise development, and ICT innovation Extensive knowledge of USAID regulations and policies (including AIDAR and FAR regulations) Proficiency with Word and Excel software Good interpersonal skills, ability to work independently and in a team Strong organization and prioritization skills, interpersonal skills, and attention to detail Previous experience managing more junior staff Experience living or working in developing countries preferred Fluency in a second language preferred Ability to travel abroad on short-term assignments
