Program Manager - STARS
POSITION DESCRIPTION: RTSC is currently seeking a Program Manager to be responsible for product support to Raytheon Network Centric Systems (NCS). This person will be responsible as deputy for execution of the Deployment/Production Integrated Product Team on the existing STARS/TAMR program. The RTSC portion of the program is valued at approximately $50M per year executing the material procurement, production, installation and test of STARS terminal air traffic control systems to FAA and DoD sites. REQUIRED SKILLS AND EXPERIENCES: The Program Manager will have at least 10 years of experience that includes the following competencies: · Knowledge of product support and logistics capabilities and strategies · Background managing technically complex programs, including cost, schedule, earned value management, risk management and technical performance · Experience working with Programs that support Government Agencies and the Department of Defense · Ability to function independently · Solid negotiating skills · Ability to effectively manage contractual change · Experience leading, writing and working on proposal efforts · Excellent communication skills with good presentation and writing skills · The demonstrated ability to be a hands-on leader who will engage with all levels within the organization · Demonstrated experience using and participating in a matrix organization · Ability to be a primary customer contact on status and performance, to anticipate and fulfill customer needs and to ensure satisfaction and continued business · FAA security clearance, or the ability to obtain such clearance DESIRED SKILLS AND EXPERIENCES: ? Experience with Raytheon?s NCS Business and FAA ? Familiar with logistics management tools and techniques ? Able to function in a fast-paced, changing environment ? Value and strive to be creative and innovative ? Familiarity with Raytheon businesses, policies, and practices ? Working knowledge of Six Sigma and IPDS ? Raytheon EVMS certification ? Detailed knowledge of the STARS System EDUCATION: BA or BS in engineering, science, or business administration. Additional years of relevant experience may substitute for educational requirements.
