Program Manager, Consultant Specialist
The Office of the Southern California Business Information Officer (SCAL BIO) is Kaiser Permanentes regional front door to all delivered IT products and services. While different groups within KP-IT become involved with project solutions and delivery, the SCAL BIO assumes overall accountability to ensure the delivery of IT solutions and services for the region. This includes overseeing medical center IT operations, IT strategic planning alignment with regional business goals, facilitating systems transition, maintaining business relationships and making investment decisions. The SCAL BIO group also serves as the primary point of contact across the other Business Information Office portfolios (Business Infrastructure, Care Delivery, and Health Plan) and is charged with understanding regional strategic direction and priorities. We currently have an opening for a Program Manager within our Program Delivery Management Team to support the GenLab Project.
Essential Functions:
- Enable successful project delivery for large and complex initiatives through disciplined KP-IT project and Program management processes and close collaboration with the business partners, the program realization team and the various IT functional areas.
- Required to know or learn KP-ITs program and process methodology and to execute it within the established KP and KP-IT organizational framework and oversight processes.
- Disseminating and implementing the Kaiser Permanente portfolio strategy across the enterprise, according to the organizations national and regional guidelines.
- Participating in negotiations and management of all vendor involvement associated with these projects/strategies.
- Working with our Business Clients and KP-IT departments to define requirements and determine impact on current and future technologies.
- Managing Project resource Supply and Demand by coordinating across individual projects to ensure adequate resources are available and delivery commitments are met.
- Coordinating the activities of other Project Managers involved in affiliated initiatives.
- Providing program and individual project status reports and statistics using approved Project Lifecycle and Governance processes.
- Managing and escalating program/project issues.
- Providing the primary interface for given initiative between the Business Partners, development and the Technology and the infrastructure organizations.
- Standardizing and monitoring the project management methodologies.
- Managing the program funding/budget process.
- Managing the Change Process within the Program.
- Developing a framework and structure of the integrated Business-IT work plan and developing an approach in which the framework and structure will be completed.
- Enhancing the existing Business work plan for the purpose of integrating with IT work plan.
- Updating the separate Business and IT work plan to reflect common structure.
- Merging the Business and IT work plan into integrated work plan.
- Developing dashboard reports reflecting (a) enterprise executive level view; (b) regional leadership level view; and (c) project manager level view of progress and dependencies using integrated work plan data.
- Providing status report that depicts progress, issues, and risks.
Qualifications:
Basic Qualifications:
- A Bachelors degree in Computer Science, Information Systems or Management Information Systems or an equivalent, or 4 years of additional work related experience.
- Minimum of 8 years of application project management experience that may include software development and design, professional services consulting and/or program management.
- Minimum of 5 years experience managing implementations of large-scale projects, responsible for multi-million dollar budgets (up to $20M).
- Multi-disciplinary leadership capability, a strong customer focus, excellent people skills, strong negotiation and presentation capabilities, and the ability to develop a process driven organization.
- Clear understanding of the software delivery process; expertise in project management methodologies, experience in client relationship management and an understanding of products and services in Health Care settings.
- In depth understanding of MS Project functionality; experience in working with business and IT owners to translate strategic objectives/ initiatives into work breakdown structure; experience in identifying, documenting, tracking, and managing project issues, including repository/template development, report generation, and summary communication development; and experience in working with issue owners to identify remediation details, document current progress, and develop alternative/contingency plans to resolve issue in a timely manner.
- The ability to facilitate stakeholder meetings including developing the agenda and presentations and documenting any action items or discussion topics, the ability to develop presentations, reports and other communications to inform stakeholders on the health and progress of the program, and the ability to work with different teams across varying disciplines and to drive these teams towards the same goal and objective- effectively and in a timely manner.
Preferred Qualifications:
- Master's Degree in Health Care Administration, Management, Information Technology, or other related field.
- PMP certification or equivalent certification strongly preferred.
