Responsible for employing standard project management methods and techniques to ensure successful completion of business projects. Projects can vary from small, short term projects through large, enterprise-level projects across functional areas. Responsible for producing or managing the production of the entire portfolio of project deliverables, including project timelines, budget, task and issue tracking, etc. Engages clients and functional peer groups in information gathering/research, issue identification and management, and change management/acceptance. - Project planning: Responsible for planning and conducting project kickoff meetings, defining project scope, facilitating technical/operational requirements identification, developing detailed project plans, project budget or anticipated savings, and establishing a framework for the management of on-going project activities. - Project execution and tracking: Manages the project management process, including leading project meetings. May document issues, action items, user requirements, or deliverables from project meetings. Performs a variety of project related activities, including: updating project schedules and plans, project communications, budget tracking, etc. Accomplishes all work within established methodologies and standards. - Issues management: Identifies and tracks project issues, resolving issues where possible or escalating to higher management when needed. Assesses and manages risks and drives mitigation activities. - Change management: Influences and gains commitment to change. Partners with clients and project team members to drive communications and change management activities for each project deliverable. May be responsible for participating in the development of communications and change management materials. - Business and process improvement: Identifies opportunities for business or process improvement; makes associated recommendations as appropriate. This position is required to implement strategic initiatives within MSSA strategic goals. This includes EOC project, Healthcare Reform, and Xcelys. Qualifications: Basic Qualifications: - 5 or more years of demonstrated experience in Program Management, ten or more years of Project Management experience. - Ability to deliver project work plan, metrics plan, risk mitigation plan. - Understanding of internal program management policies and procedures, business value and feasibility analysis and modeling. - Ability to consistently demonstrate the knowledge, skills, abilities, and behaviors necessary to provide superior and culturally sensitive care to our members, customers, contracted providers and vendors. - Bachelor's in business administration, healthcare or related field. Preferred Qualifications: - Master's Degree or equivalent experience in business administration, healthcare or related field. - PMI or comparable certification. - Advanced Qualification for Program Manager II completion and submission of AQD application with level appropriate work samples to PM Council Panel Interview.
