1- MISSION:
* In accordance with delegation from the Line of Business Manager, the Program manager must make the decisions required to ensure the financial success of his/her Program while satisfying the contractual commitment HSC has taken with its customer. Where decisions are beyond the Program Manager's delegated authority, he/she shall ensure that timely decisions are made using established escalation mechanisms.
* A Program Manager is typically responsible for a program involving a group of activities, a product or group of logically-related products.
* A Program Manager is responsible for the effective management of the relationship with the program's customer and/or with any industrial partners involved in the program.
* The Program Manager is responsible for leading the project team, and for ensuring the effective co-ordination of work across all required disciplines, throughout the entire life-cycle of the program.
2 - RESPONSIBILITIES:
* The Program Manager holds ultimate responsibility to the Line of Business Manager for contract performance and meeting the associated commitment made by the Company to the customer
* Consistent with the objectives set by the Line of Business Manager, the Program Manager must:
- Ensure customer satisfaction
- Achieve the program profitability objective defined in the initial program business model; improving upon this objective whenever possible
- Maintain all development, industrialization and product support costs with the allocated budget
- Ensure that program funding, from all sources, is obtained per the agreed timeline (customer payments, government funding, corporate funding etc...)
- Achieve other program financial objectives (sales, order backlog, zero overdue payments)
* The Program Manager is responsible for defining program planning parameters and for communicating this information to functional managers to facilitate task planning and load/capacity analysis.
* In collaboration with the functional representatives on the program team, the Program Manager is responsible for leading the development of the program plan including scope definition, scheduling, budgeting and resource planning. The Program Manager is responsible for ensuring that program work is executed in accordance with the plan, that deviations are identified, and that corrective action is taken and monitored to completion.
* The Program Manager will ensure that relationships with customers and industrial partners remain constructive and that decisions are arrived at fairly with an aim to achieving win-win" results.
* The Program Manager is responsible for leading the program execution phase and for accomplishing the required operational results.
* The Program Manager ensures that internal decisions, and those of industrial partners, support the commitment to the program customer.
* The Program Manager ensures that all contract negotiations are conducted within the authorized negotiation mandate.
* The Program Manager is responsible for the routine reporting program status as stipulated by the Line of Business Manager.
* The Program Manager is responsible for continually seeking ways to improve program performance, and when required, to propose improvement initiatives to the Line of Business Manager along with the associated technical and financial justification.
* The Program Manager respects all applicable company, contract and industry rules, procedures, practices and methodologies. The Program Manager also ensures that all those under his/her supervision do the same.
3 - MAIN ACTIVITIES:
* Decompose the program objectives into lower-level objectives and assign clear responsibility for their accomplishment
* Lead and motivate the Program Team to the accomplishment of the program's objectives
* Establish and manage a communications protocol and information flow with the customer that ensures the effective, efficient and timely passage of information, while maintaining a traceable path of information exchanged. Approve all formal correspondence with the customer. This activity will also be performed for communications and information exchange with industrial partners, when applicable.
* Obtain from the customer all necessary technical, scope, cost and schedule information required for the accomplishment of the program.
* Define the plan, the schedule, the budget and all other information needed for the load identification according the approved business plan
* Ensure that program funding is made available per the stipulations of the contract. In the event of changes in contract scope, ensure that there is a commensurate modification of contract value, and associated payment milestones. Should program delays result in a funding shortfall, negotiate modifications to the contract payment scheme to mitigate negative effects on cash-flow.
* Coordinate all internal and supplier activities relating to the program. This includes decisions regarding the incorporation of changes to established product baselines.
* Implement a risk management plan that identifies, analyzes, handles, and reports risks associated with all relevant facets of the program.
* Make decisions that effectively balance the product performance, cost, schedule and risk elements of the program.
* Obtain Senior Management approval prior to crossing major program tollgates
* Organize the information relating to the program, prepare a synthesis of this information, and maintain up-to date the dashboards and other performance indicators
* Characterize the resource demand for the program and ensure that this information is routinely communicated to functional management.
* Prepare the program inputs required to support business planning (e.g. Roll-X and MTP)
* Identify all open contractual commitments and develop closure plans. Ensure that clear acceptance criteria are mutually agreed with the customer. Ensure that the contract is closed out in a clear, efficient and economical manner and that all customer furnished items are returned and all program records are adequately archived.
* Perform all activities and make all decisions within the limit of the authority delegated by the Line of Business Manager.
