Program Manager – SPAWAR Systems Center

Bachelors degree in Engineering, or related field and 10 years of job related experience or equivalent. Excellent communication, interpersonal, organizational and analytical skills are required. Working knowledge of word-processing and integrated software applications are required. Extensive travel may be required. Position will require the ability to pass and maintain a Security Clearance, potentially to SECRET level or higher. Program Management Professional (PMP) certified or DAWIA Level II Program Manager certified is required.
Familiarity with the Space and Naval Warfare Systems Command and its subordinate Systems Center Pacific is a necessity in order to contribute to business growth and execution in a rapidly expanding environment. Position requires program execution experience and knowledge of Government contracting environment. Knowledge and experience with SPAWAR Information Technology (IT) and C4I market preferred.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must posses planning/organizing skills, and must be able to work under deadlines.

Job Description:
This position is contingent on award of contract:
URS is seeking a Program Manager experienced within SPAWAR Systems Center - Pacific to oversee programs providing multi-disciplinary engineering analysis and support in the basic and applied research, design, development, integration of C4I, information operations, implementation, operation and maintenance of unmanned systems in all warfighting domains (Air, Land, Sea, Space). Assist in the planning, control and direction of staff and support personnel for one or more contracts and their associated task orders. Directly support the maintenance of the current base and develop and implement new business strategies.
Essential Responsibilities:
1. Provide administrative and technical leadership in the completion of multiple contracts and task orders, including responsibility for cost, schedule and overall performance.
2. Plan and procure necessary staffing to achieve work completion milestones and deliverables.
3. Monitor fulfillment of contract and/or task order requirements to ensure quality and timeliness of services/deliverables to various customers within the SPAWAR Systems Center - Pacific.
4. Supervise, coordinate, provide leadership to and review the work of assigned staff and/or contracts and/or task orders.
5. Interface with customers on a regular basis for support of engineering and program management activities. Monitor customer feedback and provide advice on a broad range of issues related to products/services being delivered.
6. Participate in business development including identifying new business opportunities, developing and implementing strategies and managing proposal development.
7. Perform multi-disciplinary analysis of system designs to determine compliance with specifications and standards.
8. Direct the investigation and resolution of operational problems in conjunction with other engineering and technical personnel.
