This position is located in the Office of Surface Mining Reclamation and Enforcement (OSM) whose primary objectives are to aggressively pursue the reclamation of abandoned mine lands (AML) and to prevent environmental problems in the coalfields by working through the State agencies. The Program Specialist position is located within the Mid Continent Region, Alton Field Office. If you are selected for this position, you will be responsible for monitoring, administering and evaluating the regulatory and abandoned mine land programs of Illinois, Indiana, Iowa and Missouri for the Mid-Continent Region of OSM. The position has a full performance level of GS-12. This position is being advertised concurrently with OSM-2012-0073 (MP) Merit Promotion. DUTIES: Back to top As a Pprogram Specialist, you will: Monitors and evaluates the States regulatory and AML programs by examining the adequacy of State laws and regulations, various components of the surface mining regulatory and AML programs, and the adequacy of human and financial resources to support the programs. Analyzes issues using statistical data obtained from the State, OSM documents and reports, mine inspection and AML site visit reports, and other appropriate data and information. Identifies deficiencies, recommends action, and conducts follow-up reviews. Recommends corrective action required to strengthen the program. Provides assistance to the State on matters relating to the development, execution, and maintenance of the regulatory and AML programs and the State program amendment process. Analyzes issues that affect the overall accomplishment of the Alton Field Division mission and provides recommendation for action, including resources as required. Conducts long-range planning and analysis including research, data compilation and assessment, and provides recommendations for current and future action. Develops option papers and reports to facilitate the resolution of issues identified through oversight of the State program. Assists in developing and preparing guidelines for evaluating proposed State program amendments and developing criteria for determining acceptable compliance with policies and regulations. For each grade level applicants must have 1-year of specialize experience in or equivalent to the next lower grade that is directly related to the duties described above and that has equipped the candidate with the particular knowledge, skills and abilities identified below to successfully perform the work. EXAMPLES OF SPECIALIZED EXPERIENCE: Work that has been performed independently, under general supervision, that included performing daily operations, special programs and resource management duties such as: monitoring established guidelines and performance expectations of all parties, recommending actions to correct deficiencies in programs, ensuring compliance with directives, guidelines, and accrediting agencies, policy development, financial assistance with regards to reports, evaluating overall performance of a program and recommending further action, conducting various management/data analyses related to programs, goals and objectives. Specialized experience is also defined as experience which demonstrates knowledge one or more of the following disciplines: hydrology, agronomy, geology, forestry, ecology, civil engineering, mining engineering, landscape architecture, natural sciences, biology, environmental planning, soil science, range conservation, zoology, or a closely related field in the natural and physical sciences as they apply to surface coal mining and reclamation; Demonstrated work experience that shows ability to interpret and evaluate topographic technical reports; Knowledge of applicable State, Tribal and Federal laws relating to surface coal mining control and reclamation operations; and Work experience that demonstrates use of personnel computers, compasses, tapes, clinometers, range-finders, water test kits, seismographs, and associated testing and monitoring equipment For more information, please click on: http://www.opm.gov/fedclass/html/gsseries.asp#0301 *
