Project Controls Manager Job in Brooklyn 11201, New York US

The Project Controls Manager is responsible for supporting the Project Management Office (PMO) and its Project Managers and clients by leading efforts relative to the management, approval and oversight of key project lifecycle workflows including Intake, Discovery, Solution Design, Implementation and Deployment. The Project Controls Manager works together with business and technology leads and project managers to build well-structured project plans that segment projects into pre-defined phases, utilizing expert communication and leadership skills to establish a common understanding of project timelines, milestones, and expectations on delivery. 

 

Duties and Responsibilities

·         Oversees and documents the PMO business processes and internal controls including those performed by other entities in support of the PMO.  Makes applicable recommendations for improved processes and controls and assists with implementing and institutionalizing related policies and procedures.

·         Directs and coordinates the activities of administrative staff responsible for collecting, maintaining and gathering information relevant to project goals and objectives.

·         Creates and maintains an information technology project plan that communicates tasks, milestone dates, resources and project status.

·         Establishes and ensures that scheduling and cost control standards are implemented. 

·         Ensures the timely creation and maintenance of project schedules and reports. Monitors individual project schedules and integrated overall master program schedules.

·         Conducts complex research and analytical studies on critical issues which have a significant impact on project policies, goals, objectives, and operations.

·         Formulates strategies for resolving critical issues and anticipated changes to project scope.

·         Provides direction to project resources, monitors development efforts, assembles key project deliverables, and identifies issues requiring escalation when reporting project status.

·         Develops and maintains a communication plan to ensure cogent and continuous communication to assist in institutionalizing DIIT stewardship improvement and audit readiness.

·         Serves as liaison with project management, client and other consultants on all control related activities.

·         Monitors project progress with critical milestones and autonomy as well as develop and implement a monthly earned value analysis report. 

·         Provides guidance, direction, and specialized assistance to projects for the resolution of difficult and complex project control problems

·         Manages and monitors the program and project specific budgets, cash flow projection, cost analysis and forecasts.   

·         Works with program management team members to facilitate delivery of all necessary change notice scope and cost documents from design and implementation management resources to obtain stakeholder approval.

·         Develops and implements detailed solutions (corrective action plans) to improve business processes and/or resolve audit impediment.

·         Conducts and coordinates internal tollgates and developing necessary corrective action recommendations in preparation for critical decision approval and project optimization

·         Develops and prepares monthly Portfolio and project progress summary reports, including the following:

o   Portfolio View by Business, Functional and PMO Owner (Start, End, Tollgates, Buffer Risk, Issue)

o   Weekly Qualitative Portfolio Report (Scope, Schedule, Budget, Resources, Quality)

o   Monthly Quantitative Portfolio Report (CPI/CPI Variance, SPI/SPI Variance, Buffer/Buffer Variance

o   Monthly Milestone View of Tollgate Status by Portfolio

o   Monthly Trend Analysis of CPI, SPI, Buffer and Earned Value

o   Monthly List of current project status by category and tollgate.

·         Attends meetings with project managers to review and approve baseline schedules, and attend regularly scheduled meetings as necessary to stay current on schedules.

 

Preferred

 

  1. Bachelor of Science degree or related business discipline
  2. PMI or PRINCE2 Certification
  3. Strong project controls skills and use of methodology
  4. Detailed-oriented with strong risk-management and impact analysis skills
  5. Strong organizational skills including ability to manage multiple complex projects and processes
  6. Strong communication, interpersonal and leadership abilities
  7. Experience with Project Management Tools (i.e. MS Project, Project Workbench)
  8. Experience with Portfolio Management Tools (i.e. CA Clarity, PlanView, MS Project Server)
  9. Experience with MS Office products
  10. Ability to work autonomously as well as with teams
  11. Can drive results on own, as well as through others
  12. Can work under tight timelines and high pressure situations with high degree of accuracy
  13. Ability to negotiate and influence others
  14. Knowledge of Public Sector Educational Systems.
