Project Engineer III, Engineering
Job Description General Characteristics : Plan, direct, and supervise all activity included within the scope of large and complex airport project. Responsible for marketing, proposal preparation, and project interviews. Education : Bachelor of Science degree from an accredited university or equivalent required. Masters degree required. Planning - private pilot license helpful. Engineering - professional engineer certification required. Experience : BS + 12 years of related experience. MS + 10 years of related experience. PhD + 8 years of related experience. Direction Received : Little except in complex situations by Office Manager. Duties Responsibilities : May include but not limited to the following: - Initiates, plans, executes, monitors, controls and closes medium to large sized engineering/planning projects or specified components of a larger project. - Promotes marketing and participates in project acquisition. - Develops overall project direction, including technical, financial, and client satisfaction. - Requires continuous interface with clients and sub-consultants from the proposal stage to project completion. - Develops, implements and administers operational procedures, controls and administrative systems necessary to meet contractual obligations. - Prepares and establishes Project Work Plans (PWPs), budgets, and schedules for the completion of assigned projects. - Submits budgets and schedules to the Office Unit Manager. - Monitors projects to assure compliance with approved budgets, schedules, design standards, and contract requirements. - Plans and conducts work requiring judgment in the independent evaluation, selection and modification of standard techniques, procedures and criteria. - Develops project scope and fees for sub-consultant agreements. Assures sub-consultants complete services in accordance with established schedules and quality standards established by AECOM and the contract between AECOM and the client. - Accountable for the development, coordination, and execution of the engineering/planning activities and personnel under his/her direction on a day-to-day basis. - Dispatches daily duties of project staff. Manages the staff assigned to work on aviation design projects by monitoring the performance of technical staff, planning and scheduling personnel required to complete engineering/planning projects, and oordinating personnel requirements with other Project Managers and the Office Unit Manager. - Monitors performance vs. budget and develops strategies for corrections when overruns occur. - Monitors the invoicing and the collection of accounts for assigned projects. - Initiates or escalates the correction of any conditions which may adversely affect the completion of the project on schedule and within budget. - Advises senior management of the project status on a regular basis. - Prepares monthly progress reports on each engineering/planning project which measure progress against established budget and schedule. Reviews projects that are not progressing in accordance with approved budgets and schedules. - Closes out project. - Performs performance reviews of staff. - Solid knowledge of AECOM Guidelines, ISO compliance, and FAA AC engineering/planning guidelines. - Solid understanding of the responsibilities to both the Company and the client as set forth by the contractual agreement. - Devises new approaches to problems encountered. - Trains, mentors and develops staff. Supervisory Skills : Provides direction and guidance to staff members of varied functions. Provides guidance to project team members, other AECOM firms, and sub-consultants. Serves as project leader and as mentor to lower level staff. Project Experience : - Attained adequate experience to successfully manage large sized, complex projects (more than $1 Million project fee).
