Posting Title: Site Project Lead - Principal Project Mgmt Liaison
Job Description: The Site Project Lead is responsible for managing the cost, schedule and performance of individual task orders awarded and assigned under the Operations, Planning, Training and Resource Support Services (OPTARSS II), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with US Army Forces Command (FORSCOM) at specific sites. The Site Project Lead will coordinate task order performance, develop and manage concepts of operations. Responsible for the overall daily supervision, safety, monitoring, coordination, and management of contracted workforce. Be able to develop control metrics and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensures the accomplishment of Raytheon's contract commitments. The Site Project Lead will report to and support the Senior Task Order Manager (S-TOM) who directs the performance of OPTARSS II program functional task elements such as procurement, quality control, safety, logistics and administrative functions. The Site Project Lead also supports the PM/DPM/ S-TOM with customer and teammate meetings. The Site Project Lead anticipates and fulfills customer needs to ensure satisfaction and continued business. The Site Project Lead will manage a team of Raytheon employees and team mate employees.
Duties/Responsibilities:
- Act as lead for staff training of 75th BCTC Battle Command Training Support.
- Provide mission analysis and gather planning guidance for battle staff training for RC Divisional units in ARFORGEN.
- Develop the concept of operation for battle staff training.
- Identify battle staff training requirements and events.
- Determine Exercise tasks and responsibilities for each event.
- Identify potential gaps in battle staff training support and implied tasks.
- Determine capabilities and coordinate support to provide battle staff training.
- Determine battle staff training priority IAW ARFORGEN.
- Develop courses of action for 75th BCTD support to pre and post mobilization headquarters training.
- Identify and coordinate external support for training of all war fighting functions across the staff.
- Identify, plan and coordinate training to battle staffs on the Army Battle Command (ABCS) systems, specifically the Battle Command Sustainment Support System (BCS3) as well as the Command and Control PC (C2PC) systems for Common Operational Picture (COP) operations in the respective Battle Staff being trained.
- Provides in-depth advice, counsel and assistance involving main command post, tactical command post and mobile command post operations.
QUALIFICATIONS: REQUIRED
- Bachelor's degree with 6 years of related/relevant work experience; 14 years of direct work experience in lieu of educational requirement will be considered
- Ability to develop solutions to customer requirements.
- Experienced in managing small task order execution.
- Experienced at developing subordinates.
- Experienced in building and managing customer relationships.
- Excellent verbal and written communication experience.
- Prior supervisory experience.
- Experience in developing concept of operations for exercise planning and training tasks.
- Familiar with ITAR, EVMS, IPDS, and development of IMP/IMS.
- Ability to develop solutions to program requirements.
- The ability to operate with minimum supervision.
- Must have a secret clearance.
- Understanding of the Army Battle Command System (ABCS) is required.
- BCST experience required (Exercise and simulations)
- Strong working knowledge and ability to use Excel, PowerPoint, and MS Word, able to manage multiple tasks simultaneously, strong communications skills both written and oral.
QUALIFICATIONS: DESIRED
- Experience in combat theater desired
- Command and General Staff College graduate or equivalent
- Prior military experience in staff operations at the BDE or higher level
LOCATION of work will be in Houston, TX; Ft. Dix, NJ; Arlington Heights, IL; Birmingham, AL; Camp Parks, CA - one position per location
