Project Manager

Eastern Residential, Inc. a division of UDR, Inc., is excited to announce the addition of a Project Manager Development for the NYC Area.
This position will office out of Manhattan and will travel approximately 25% of the time. Only qualified candidates with 5-8 years of experience successfully managing projects will be considered.
A demonstrated experience in base development, capital improvements and real estate/construction projects required.

GENERAL SUMMARY OF DUTIES: This Project Manager?s role includes working with the developers, contractors and vendor teams on all aspects of the project from preliminary site plan, construction budget, due diligence report, timeline, and environmental issues. Will organize each assigned project, manage all project work, plan and manage related tasks, lead and direct the resources, and teams with other key players to coordinate the activities of staff, users, and vendors. Will provide construction management services, including report generation for assigned development, redevelopment and renovation projects. Assume responsibility for meeting project management standards while delivering a high quality of service and project deliverables while staying on schedule and within budget.

SUPERVISION RECEIVED: Reports directly to either the Executive Vice President or Vice President Redevelopment

JOB RESPONSIBILITIES:

Provide coordination in the construction of complex projects to include all phases of construction from conceptualization to build out.

Manage the plan, design approvals, special project management, permitting and construction of new projects.

Assist with coordination of the design consultants during the design phases, permitting process and construction. Will manage the design team for deliverables throughout the project. Work with different city governments to understand the permitting process and requirements.

Manage the Contractor through design, verifying budget submissions until the final GMP has been established.

Act as the UDR Owners representative while attending Project Owner?s meeting.

Review, perform site visits and approve the Contractor payment applications. Review RFI?s and applicable submittals as needed for Owner input.

Review, approve and negotiate contracts with design and construction team members.

Assist in the management and the design and construction process for the projects assigned, and will have a bottom-line responsibility for building the project on time, on budget, and within the pre-established quality parameters.

Responsible for providing a monthly Executive Report that will contain the status of the project to include: The UDR budget, Contractor change orders, potential risk, contingency and allowance reconciliations, construction schedule, construction update and cash flow.

Manage and report on project change management program and progress reporting mechanism to keep team members and management informed.

Review, approve and negotiate contracts with design and construction team members.

Conduct systematic overviews of construction activities relating to scheduling, quality, costs, design, and construction methodology as well as controls.

Assist the Contractor and management in the selection and recommendation of subcontractors and purchase of major building materials/components.

Assist in the functions of estimating, budgeting, design/architecture, plans, and specifications, contracting, scheduling, negotiations, purchasing, value engineering, cost and quality control, as well as being the principal representative in directing the administration, liaison and performance of the general contractors.

Provide input to the origination of development, redevelopment, and or renovation construction, and design concepts during the predevelopment stages.

In concert with other key members of the development/redevelopment team, provide input and review plans and specifications with influence into the design development process.

Identify, evaluate, and disseminate any relevant new construction technology.

Create, implement, coordinate, and monitor control systems including but not limited to, cost estimates and budgets; the preparation, assemblage, presentation and control of final cost estimates; budget and schedules variances; contractor draws and change orders in concert with the Finance department; monthly progress reports and variance analyses to senior management; and quality control.

Establish and implement a project communication plan.

Establish and implement a project change management program.

Establish and implement a progress reporting mechanism to keep stakeholders informed.

Monitor the project scope management process. Ensure that an impact analysis of any change request is completed. Ensure that change requests with a significant impact on the project are brought forward to the appropriate management team for resolution.

Develop and manage budgets which support the cost-effective implementation of UDR strategies, tactics, and operating plans.

Interface with all areas affected by the project including end users, distributors, and vendors.

Ensure adherence to quality standards and review project deliverables.

Perform other duties as assigned or as necessary.

Requirements:

PERFORMANCE REQUIREMENTS: Knowledge of organizational policies and procedures. Knowledge of fiscal management. Ability to apply policies and procedures to solve everyday and/or complex construction issues.

Ability to write reports, business correspondence, scopes of work and procedure manuals. Ability to effectively present information to top management, public groups, and/or Boards of Directors. Ability to work in conjunction with Company managers and employees. Excellent written and oral communication skills and demonstrate original thinking, openness to change, and offer alternate solutions to problems. Must demonstrate knowledge and ability to facilitate meetings, conduct effective briefings and presentations, and to develop consensus both internally and externally, with people who reflect the full range of diversity in the business objectives.

This position requires experience and expertise in project planning and management; in analysis of operations for the purpose of proposing innovative solutions to problems; and in organizing, writing, and editing information to make it meaningful to a wide array of audiences, including high level executives. Must have the ability to adjust plans and schedules to respond to project conditions, crisis situations and to withstand pressure attributable to meeting the changing needs of company executives. Ability to manage numerous projects simultaneously.

Proven project management skills and experience with demonstrated experience in delivering on commitments within budget. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Functional understanding of general financial principles. Ability to read, analyze, and interpret construction documents, general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Demonstrate the ability to proactively prioritize needs and effectively manage resources. Must be able to determine whether tasks should be attempted; identify the most effective way of completing the task, and preparing how to overcome unexpected difficulties. Must be skilled in focusing on desired results, determining what is important and urgent, clarifying next steps, and delegating effectively to meet deadlines and achieve desired results. Ability to exercise initiative, problem solving and decision making skills. Ability to establish priorities and coordinate work activities.

Knowledge of computer systems and applications. Performs duties that require strong comprehension, analytical, research, composition, communication, and organizational skills. Must be skilled in word processing, drafting correspondence and memoranda, creating and maintaining databases.

Knowledge of fiscal management and office management techniques with strong skills regarding spreadsheets, word processing and database applications. Strong experience and demonstrated aptitude with MS Excel, MS Project or similar mainstream scheduling software, and some experience with MS Access, and business intelligence tools. Ability to process computer data and to format and generate reports. Ability to create, compose, and edit written materials.

Practices proper safety techniques in accordance with Company, community, and departmental policies, procedures, and standards, and immediately reports any mechanical or electrical equipment malfunctions, associate/resident/visitor injuries or accidents, or other safety issues to the appropriate individual(s).

TYPICAL PHYSICAL DEMANDS: Requires mobility sufficient to travel. Some bending, stooping and stretching. Occasionally lifting items weighing up to 30 lbs. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports. Ability to sit for long periods of time. Ability to access rooftops, elevated balconies and vertical building surfaces.

TYPICAL WORKING CONDITIONS: Normal office environment. Occasional evening or weekend work. Project work will require periodic exposure to outside elements where temperature, weather, odors, and/or landscape may be unpleasant and/or hazardous. Work environment will include site and project inspections on active construction sites which may involve dangerous conditions and partially complete construction systems. Overnight travel will be required. Travel to areas outside of the Metro area will be required.

EDUCATION AND EXPERIENCE:

Bachelor?s degree in Construction Management, Business Administration, Technology Management or related discipline is strongly preferred or the equivalent in Education and Experience is required.

Minimum of five to eight years? successful project management or leadership and implementation experience on projects required.

Knowledge of and experience using any mainstream project management tool such as Primavera, Rational Portfolio Manager, or Microsoft Project is required.

Must have demonstrated experience in base development, capital improvements, real estate, and construction projects.
