NIC Inc. in West Virginia is seeking a highly competent individual to join an entrepreneurial web services development team in downtown Charleston, WV. This position will be managing agency relationships, developing project plans and business requirements for complex Internet, mobile and e-commerce applications.

 

NIC is the leading provider of outsourced eGovernment services. We build and manage official government Web sites and eGovernment services for 23 states and hundreds of local governments in the United States.  NIC designs, manages, and markets eGovernment services on behalf of state and local governments. We partner with government leaders and establish local offices to provide customized solutions for each government we serve. Our electronic government solutions use technology to increase efficiency and reduce costs for governments and their constituents. 

 

Job duties in a few tidy bullet points:

·         Responsible in whole or in part for performing system analysis, defining project scope, establishing and documenting system requirements, creating prototype design, system testing, and other related system development duties

·         Establish project milestones based on the design and scope of work

·         May be responsible for writing technical requirements documentation depending on project scope and objectives

·         Liaise with internal and external stakeholders as necessary to ensure desired project progression

·         Initiate, direct and lead project meetings, prepare reports, maintain schedules and cost plans, manage and control for risks, and all other aspects of the project from inception through delivery

·         Execute necessary project management methodology to ensure project success

·         Create project proposals based upon project information collected from client

·         Work within framework of strategic marketing plan and company business plan

 
Job Requirements

You will definitely need all this:

·         Undergraduate degree in engineering, computer science, information systems, business, or other related discipline

·         Master’s degree or project management certification is preferred

·         At least five (5) years of experience in project management / business analysis

·         At least five (5) years of experience in managing IT related projects

·         Must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget

·         Strong project management and system analysis skills for implementing web-based applications

·         Desire and ability to work in fast-paced, highly flexible and entrepreneurial environment

·         Enjoy working both independently and within small project teams

·         Ability to understand and evaluate a variety of technologies and platforms

·         Solid understanding of software development life cycle methodologies such as Agile for implementing web-based applications

·         Ability to analyze business processes and develop a practical and useful system to support them

·         Strong analytical and problem-solving abilities

·         Exceptional customer service skills and effective presentation skills

·         Strong leadership, organizational and prioritization skills

·         Ability to manage multiple projects simultaneously

·         Excellent communication skills including strong written and verbal abilities

·         Self-motivated and proactive
