KP-IT is moving to a model more closely aligned with our business partners. To do so, we have established the IT support organizations, including the NCAL PRM Group to support our business partners to focus upon their priorities and successfully deliver IT solutions and services.

This Project Management Specialist will enable successful Program delivery through disciplined Kaiser Permanente Information Technology (KP-IT) project management processes and close collaboration with the business partners, the program realization team and the various IT functions.

The Project Management Specialist will be required to know or learn KP-ITs program and process methodology and to execute it within the established KP and KP-IT organizational framework and oversight processes. The position will be responsible for all assigned projects for the Program Management and the Release Management function.

Essential Functions:
- Working with Kaiser's EPIC system. This will include managing the interfaces with In-Patient / Out-Patient, Lab and Imaging systems, and all related infrastructure support, coordinated with KP-IT, regional and national business structures. (Legacy and Epic systems knowledge would be a great asset in this position )
- Participating in negotiations and management of all vendor involvement associated with the portfolio strategies
- Working with our Business Clients, AD support, IMG/IBM and other support groups within IT to define requirements and determine impact on current and future technologies.
- Managing Program resource Supply and Demand by coordinating across individual projects and regions to ensure adequate resources are available and delivery commitments are met.
- Managing all phases of the project delivery life cycle and provides program and individual project status reports and statistics using the Comprehensive Delivery Process (CDP) and Portfolio Approval Council (PAC) processes.
- Managing and escalating program/project issues.
- Providing the primary interface for given project initiative between the Business Partners, Development and the Technology and the Infrastructure organizations.
- Sustaining strong ongoing relationships with client project sponsors and senior management during projects.
- Leadership ability to motivate, set achievable objectives, maintain a positive outlook, take responsibility, make decisions and provide constructive feedback.
- Standardizing and monitoring the project management methodologies.
- Ability to use negotiation skills to achieve project outcomes around issues, scope, schedule, costs/budget and resources.
- Managing the program funding/budget process (CDP / Teams Project Delivery Framework).
- Managing the Scope Change Management Process for the projects.

Qualifications:
Basic Qualifications:
- 8 or more years of application project management experience that may include software development and design, professional services consulting and/or program management
- Bachelors degree in Computer Science, Information Systems or Management Information Systems or an equivalent degree, or 4 additional years of relevant experience
- 3 or more years of experience managing implementations of large-scale projects, responsible for multi-million dollar budgets
- Multi-disciplinary leadership capability, a strong customer focus, excellent people skills and the ability to develop a process driven organization
- A broad understanding of the software delivery process; expertise in program management methodologies and experience in client relationship management
- Openness to occasional regional travel within California

Preferred Qualifications:
- An understanding of products and services included in a Healthcare Care Delivery portfolio
- Experience in Healthcare Clinical Systems
- Experience in Laboratory Information Systems
- Project Management (PMP) certification
- Very Strong Microsoft Project skills, Microsoft Certified Technology Specialist (MCTS): Managing Projects with Microsoft Office Project 2007 certification, exam 70-632 preferred.
