The candidate must:
- Possess a current TS/SCI and may be required to submit to a Counterintelligence Scope Polygraph.

- Possess basic computer skills
- Develop full-scale project plans and associated communications documents.
- Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
- Liaise with project stakeholders on an ongoing basis.
- Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
- Delegate tasks and responsibilities to appropriate personnel.
- Identify and resolve issues and conflicts within the project team.
- Identify and manage project dependencies and critical path.
- Track project milestones and deliverables.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
- Manage projects involved with upgrading or designing conference rooms, including video teleconferencing equipment, and audio/visual equipment.
- Conduct site surveys.
- Experience with photography equipment and software (Photoshop).
- Experience with video editing systems (Avid, Final Cut Pro, Adobe Premier).
- Experience with video production systems (both pre- and post- production).
- Must have experience in Audio and Visual devices and VTC systems.
- Must have knowledge of various VTC equipment such as: Polycom, Tandberg, and Cisco VTC systems.
- Must have significant experience of ISDN and IP networks for VTC.
- Must be able to sufficiently troubleshoot and repair VTC systems and Network interfaces.
- Must be able to offer appropriate solutions to customers on VTC equipment.
- Must have knowledge of Government VTC systems and Networks.
- Must have a working knowledge of Government encryption devices such as: KIV-7, KIV-7M, KG-175(A)(D) and other Class 1 encryption devices.
- Must have knowledge of video conferencing infrastructure systems, protocols and standards.
- Knowledge of and experience in Audio Visual/Videoconferencing Integration is a necessity.
- Must have experience with design and integration of classified VTC systems
- Familiarity with Visual Information/Multimedia productions and programs (AR 25-1 Chapter #7 and DAPam 25-91).
